This collection consists of records concerning the pardon of Samuel Loring Morison. Morison was a civilian intelligence analyst at the Naval Intelligence Support Center (NISC). He was charged with espionage and theft of government property under the Espionage Act of 1917 for giving classified photographs to Jane’s Defense Weekly, an English Journal. On October 17, 1985, Morison was convicted in Federal Court on two counts of espionage and two counts of theft of government property. He was sentenced to two years in prison on December 4, 1985. President Clinton pardoned Samuel Loring Morison on January 20, 2001, the last day of his presidency

The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
