Researchers should note case 2012-0045-S for email created by Sandra Thurman and consult the archivist about related material. In 1993, President Clinton created the Office of National AIDS Policy to provide the Federal government with a greater focus on issues related to the HIV/AIDS epidemic. Sandra L. Thurman was appointed by the President on April 7, 1997 as the Director of the Office of National AIDS Policy Office and served until 2001. Thurman was a leader and advocate for people with AIDS at the local, state, and federal levels for nearly two decades before her appointment. Just prior to her appointment, Thurman served as the Director of Citizen Exchanges at the United States Information Agency or USIA. From 1993 to 1996, Thurman was the Director of Advocacy Programs at the Task Force for Child Survival and Development at the Carter Center in Atlanta, Georgia. 2018-0764-F http://www.clintonlibrary.gov 2 From 1988 to 1993, Ms. Thurman served as Executive Director of AID Atlanta, a community-based nonprofit organization that both provided health and support services to people living with HIV/AIDS and offered an array of HIV prevention programs. Under her leadership, AID Atlanta, the largest and oldest AIDS service organization in the south, tripled in size, and became a multi-million dollar agency. Thurman was a tireless advocate on behalf of the disenfranchised and marginalized. After spending her college years as a volunteer in a Poverty Rights Program, she went on to work as a counselor in a maximum security facility for youthful offenders and a pretrial intervention program. She then turned her attention to health policy. Ms. Thurman was a Member of the Presidential Advisory Council on HIV/AIDS and a founding member of Cities Advocating Emergency AIDS Relief (CAEAR). She served on the Board of Directors of numerous AIDS organizations and other health related organizations including the March of Dimes and the National Kidney Foundation. She was one of the world's leading experts on AIDS issues and has provided testimony before the United States Congress, the White House Conference on HIV/AIDS, and the National Commission on AIDS. Sandra Thurman’s Office of National AIDS Policy files primarily contain correspondence. This correspondence and its supporting material describe efforts to combat AIDS at the local, state, and federal levels of government. The material also describes efforts of other AIDS organizations not directly associated with government, including international groups. In addition, the collection contains correspondence from citizens discussing the role of AIDS in their personal life. Thurman’s files also contain material that is administrative in nature (such as forms and resumes), materials describing conferences and events (such as invitations and event publications), and also material on AIDS related issues (such as articles, press, reports, statements, and talking points). Topics related to HIV/AIDS in the collection include access to healthcare, the Congressional Black Caucus, funding, global intervention strategies, housing, incarcerated populations, legislative efforts, the impact of new medications, the role of mental health and substance abuse, prevention of transmission, racial and ethnic disparities, private and public research, the Ryan White CARE Act Program, the effectiveness of surveillance systems, testing technologies, treatment, and vaccine research initiatives.

Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: White House Staff and Office Files. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
