The collection primarily contains correspondence between President Clinton and the Senator along with related background material, as well as emails containing correspondence, news stories, talking points, and press releases. Topics include the Senator’s contributions to health care reform, civil rights, religious freedoms, affordable education, and AmeriCorps. Scope and Content Note The materials in FOIA 2008-1238-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2008-1238-F consists primarily of correspondence between President William Jefferson Clinton and Senator Edward Moore “Ted” Kennedy. The collection also contains background materials relating to this correspondence. In addition, the collection contains correspondence, drafts, and statements concerning the legislative efforts of Senator Kennedy. Emails in this collection include correspondence, news stories, talking points, and press releases. Ted Kennedy was a Democratic United States Senator from Massachusetts from 1962 to 2009. At the time of Senator Kennedy’s death in 2009, President Clinton recalled the Senator’s contributions to health care reform, civil rights, religious freedoms, affordable education, and AmeriCorps. Other issues of concern to Senator Kennedy during the Clinton administration included budget appropriations, energy assistance, jobs and economic security, immigration, Social Security, hate crimes prevention, and his home state of Massachusetts.Senator Kennedy chaired the Senate Labor and Human Resources Committee from 1987 to 1995. Serving as chairman of this committee, Senator Kennedy helped ensure Senate passage of the Clinton administration’s proposed National and Community Service Trust Act of 1993. With President Clinton’s signature, this act formally launched AmeriCorps. As Chairman of the Senate Committee on Labor and Human Resources, Senator Kennedy also became the Senate’s voice for improved health insurance coverage. Senators Kennedy and Kassebaum were the original sponsors of the Health Insurance Portability and Accountability Act of 1996 (HIPAA). This act, also known as the Kennedy-Kassebaum Act, was designated to improve continuity of health insurance coverage and patient privacy. HIPAA was enacted by Congress and signed by President Clinton in 1996. Senator Kennedy was also the lead author of the original SCHIP legislation in 1997. This State Children’s Health Insurance Program (SCHIP) enabled states to extend health coverage to more uninsured children. Also, Senators Kennedy and Jeffords were leaders on the Work Incentives Improvement Act. In 1999, the Senate passed this bill in order to provide work opportunities to Americans with disabilities. Senator Kennedy also worked for international causes, namely international human rights. Kennedy’s work in the Senate greatly influenced the United States’ position on refugee issues. Senator Kennedy played a key role in the political breakthrough in Northern Ireland during the Clinton administration. The Senator also maintained an interest in the Middle East peace process. In addition, Senator Kennedy fought for the ratification of the Comprehensive Nuclear Test Ban Treaty during the Clinton administration. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Alpha file was compiled by the White House Office of Records Management from 1993 – 1996 and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM, WHORM Counsel, WHORM (CL), WHORM (OP), WHORM (Too Late); WHORM (Various Offices); and WHORM (Alpha Project) series. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of six sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: NPR for National Performance Review, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, and Default for emails not associated with an office. The NPR bucket contains email created or received by an individual with a National Performance Review (NPR) White House user account. The OPD bucket contains email created or received by an individual with an Office of Policy Development (OPD) White House user account. The POTUS bucket was designated for email created and received by the President of the United States (POTUS). Please note that President Clinton never used his POTUS White House user account to send the few emails he wrote while in office. The WHO bucket contains email created or received by individual with an Executive Office of the President White House user account not identified as CEA, NPR, or OPD. The CEA bucket contains email created or received by an individual with a Council of Economic Advisors (CEA) White House user account. The Default bucket contains email created or received by unknown or un-recognized email accounts. Email found within the Default bucket often includes email created or received by offices or individuals outside the Executive Office of the President. ARMS emails are arranged by topic, there-under by bucket, and there-under chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System (ARMS) from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential record email. The TRP database is comprised of the same six sub-series of email as in ARMS. TRP emails are arranged by topic, there-under by bucket, and there-under chronologically by creation date.
