This collection consists of records regarding Sergey Kiriyenko. The electronic records responsive to this request came from the Automated Records Management System (ARMS), Tape Restoration Project (TRP), and the Worker and Visitor Entry System (WAVES). Records to be opened include summaries of foreign press, transcripts, press clippings, press releases, NSC news summaries, and transcripts of press briefings.

The materials in FOIA 2018-0784-F (Segment 2) are a selective body of documents responsive to the topic of the FOIA. The researcher submitted a request for materials related to Sergey Kiriyenko, a Russian politician who was appointed Prime Minister by President Boris Yeltsin in March 1998. President Yeltsin relieved Kiriyenko of his duties just five months later, because of the 1998 Russian economic crisis in which the Russian government devalued the ruble, defaulted on its debts, and saw 84% inflation. Materials responsive to this FOIA request include all emails referencing Kiriyenko. The bulk of the responsive records consist of press, including foreign press summaries compiled by the United States Information Agency (USIA). There are also scheduling emails regarding Vice President Al Gore’s visit to Moscow in July 1998, for a meeting as co-chairs of the U.S.-Russia Joint Commission on Economic and Technological Cooperation (commonly known as the Gore-Chernomyrdin Commission but briefly renamed the Gore-Kiriyenko Commission).

The Executive Office of the President (EOP) subsystem of the Electronic Records Archive (ERA) contains electronic records created or received by Clinton Administration officials. These records are stored in Search and Access Sets (SAS) that represent their originating computer program. Search strings are used to locate records responsive to FOIA requests, and responsive assets are placed into Search Results Lists (SRLs). Depending on the complexity of the search, there may be multiple SRLs within each SAS. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The Tape Restoration Project (TRP) is a database that contains restored emails from the Automated Records Management System (ARMS) from July 1994 through June of 2000. This system maintained unclassified Presidential email. The Electronic WAVES Search System is a log of visitors/appointments to the White House and is arranged by name of visitor there-under by date.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
