Scope and Content Note The materials in 2006-0477-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-0477-F consists of speech drafts and related records pertaining to the speech given by President Clinton at the Christmas tree lighting ceremony in Belfast, Northern Ireland on November 30, 1995. With political unrest and violence in Northern Ireland subsiding in 1995, the Clinton Administration sought ways to further promote peace and stability in the region. The speech at the Christmas tree lighting in Belfast was a means to deliver a message, extolling the peace process, directly to the people of Belfast. Records found to be responsive to FOIA 2006-0477-F consist of drafts, and emails containing revised drafts of the speech, as well as editorial comments. The WHORM Subject Files contain a draft of the speech dated as having been seen by President Clinton just three days prior to the tree lighting ceremony in Belfast. This draft contains hand written changes made by the President. Records responsive to this FOIA were found within the Automated Records Management Systems. Responsive emails from these collections consist of a transcript of President Clinton’s speech, as delivered, and the transcript of the following press briefing by White House Press Secretary, Mike McCurry. Records responsive to this FOIA were also found in the NSC Cable, Email, and Records Management Systems. The emails contain a press release of the remarks made by the President and the First Lady at the lighting of the city Christmas tree in Belfast. The emails also contain draft versions and editorial comments and suggestions for the speech which was given at the tree lighting ceremony. In addition, there is a draft of the speech President Clinton gave at Mackies Plant in Belfast, Northern Ireland on November 30, 1995 prior to the Belfast tree lighting ceremony. Record Type Textual System of Arrangement Records that were responsive to this FOIA request were found in three collection areas – Clinton Presidential Records: WHORM Subject Files; Clinton Presidential Records: ARMS Emails; and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. WHORM Subject Files are processed at the document level. The WHORM Subject File was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. A complete listing of the categories with detailed descriptions is provided in our research room. The Automated Records Management System (ARMS) is a database that contains email records of the executive office of the President. This system maintained unclassified Presidential email. The ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date. Access Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
