This collection contains records from the National Security Council related to Stephen Flanagan and enlargement of the North Atlantic Treaty Organization (NATO). This collection includes memorandum, letters, cables, emails, and administrative paperwork from 1997 to 2000. The collection also includes some documents related to Daniel Fried, who Flanagan replaced (see FOIA 2018-1191-F). A number of documents show the influence of Jan Nowak, or Jan Nowak-Jeziorański. Much of the collection relates to NATO’s Open Door policy and the invitation and process of accession for Poland, Hungary, and Czech Republic. It also includes records related to Slovenia, Slovakia, Romania, Latvia, the NATO-Russia Agreement, and Ukraine. The collection has records related to the Polish American Enterprise Fund and Partnership for Peace.

Braden at one time worked for the Department of Defense and the U.S. Department of State. At the National Security Council, she was Director in the Central European Affairs and Southeast European Affairs directorates. Braden returned to the State Department at the end of the Clinton administration and was a senior policy advisor in the Office of Global Women’s Issues. The North Atlantic Treaty Organization (NATO) was established by treaty April 4, 1949. Originally with 12 members. In 1950, NATO countries organized the military and civilian sides of the organization. General Dwight D. Eisenhower was named as the first Supreme Allied Commander Europe (SACEUR) in charge of Supreme Headquarters Allied Powers Europe (SHAPE) and Lord Hastings Ismay was named as the first Secretary General of NATO. Greece and Turkey joined in 1952 and West Germany in 1955. Spain joined NATO in 1982. As the Soviet Union and its Warsaw Pact allies began to decline in the late 1980s and early 1990s, many Central and Southern European countries turned toward the west seeking stability, security, and prosperity. Instability in the former Yugoslavia further fueled that movement toward western alliances. NATO’s 1997 Madrid Declaration on Euro-Atlantic Security and Cooperation stated, “A new Europe is emerging, a Europe of greater integration and cooperation. An inclusive European security architecture is evolving to which we are contributing, along with other European organizations.” This followed on their statement in the 1994 Brussels Summit Declaration that NATO was, “undertaking initiatives designed to contribute to lasting peace, stability, and well-being in the whole of Europe, which has always been our Alliance's fundamental goal.” This included an invitation for additional, “Partners to join us in new political and military efforts to work alongside the Alliance.” NATO invited Poland, Hungary, and the Czech Republic to begin the process of accession into NATO in 1999.
