Flanagan was Special Assistant to the President and Senior Director of the Central and Eastern Europe directorate of the National Security Council (NSC). In this role Flanagan’s work focused on the Balkan region and the countries of Romania, Bulgaria, and Albania. Dr. Stephen Flanagan earned his Bachelor of Arts in Political Science from Columbia University. He then earned a Ph.D. in International Relations from the Fletcher School at Tufts University. Prior to coming to the Clinton administration Flanagan worked for the United States Department of State. While there he rose to Associate Director of the Policy Planning staff. In July 1997, Flanagan began working for the Clinton administration as part of the National Security Council staff. He worked at the NSC until October 1999. Flanagan has held a number of senior consulting and academic positions since leaving the NSC. As of January 2022, he was a political analyst for the RAND corporation and a professor of Security Studies at Georgetown University.
