This collection covers records dated from January 1, 1993 to June 16, 1994. Records open include compilations of foreign media stories, Assistant Secretary Oxman’s testimony before the Senate Armed Service Committee, administrative emails, two memoranda relating to personnel, and a letter from Congressman Les Hamilton on Bosnian policy. Stephen A. Oxman was appointed as Assistant Secretary of State for European and Canadian Affairs in April 1993. He began his position April 2, 1993, and remained in that office until August 15, 1994. Oxman’s government career began as an executive assistant to Deputy Secretary of State Warren Christopher in 1977 and as an advisor to Secretary of State Cyrus Vance. Leaving the government in 1980, Oxman worked as an attorney in both litigation and banking. It was to investments and banking that he returned in 1994. Oxman is, as of November 2013, a Senior Advisor for Morgan Stanley. The Assistant Secretary of State for European and Canadian Affairs was established in 1949 as the Assistant Secretary of State for European Affairs. The Assistant Secretary is responsible for Canada, Europe, and much of Eurasia. As it so succinctly states on the website for the Carnegie Corporation of New York, of which Oxman is a trustee board member; “[Oxman] was the principal advisor to the Secretary of State on U.S. foreign policy concerning Europe and Canada and had the lead responsibility within the U.S. Government for the day-to-day implementation of that policy. His responsibilities covered 38 countries as well as NATO and the European Union.” The majority of these records related to this FOIA case are closed for national security reasons.
