This Freedom of Information Act (FOIA) request was for records related to any telephone conversation between Carlos Salinas de Gortari, President of Mexico and President Clinton between August 1994 and May 1995—though Salinas’s term as President ended in November of 1994. Records to be opened date from 1994 and 2001. This collection contains memoranda, correspondence, and briefing papers related to telephone conversations or proposed telephone conversations. The collection also includes administrative paperwork and drafts of memorandum. Carlos Salinas was elected President of Mexico in 1988. He received his Master of Arts degree in Public Administration from Harvard in 1973 and his Doctor of Philosophy degree from the Kennedy School of Government in 1978. Salinas’s work focused on rural populations in Mexico. Salinas returned to Mexico. He won the July 1988 elections under some suspicion and the election continues to be highly controversial. Salinas’s foreign policy during his six-year term of office focused largely on economic issues. Under Salinas Mexico became a member of Asia-Pacific Economic Cooperation (APEC), Organization for Economic Cooperation and Development (OECD), and negotiated the North American Free Trade Agreement (NAFTA). Salinas left office in November 1994 following the election of Ernesto Zedillo.
