This collection contains press and news articles, internal correspondence between White House staffers, and conference planning materials. Scope and Content Note The materials in FOIA 2023-0031-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. The researcher submitted a request for records related to TenPoint Coalition, an ecumenical organization focusing on at-risk youth in Boston. TenPoint Coalition was founded by a group of Black clergymen in 1992, after gang-related violence broke out at a funeral at Morning Star Baptist Church. The Coalition worked to affect systemic change in their community through outreach, and partnered with local police and other community members in initiatives to reduce gang-related violence and homicides. Their success led President Clinton to cite Reverend Eugene Rivers, a co-founder of the Boston TenPoint Coalition, “Exhibit A” of a model for future programs when he announced grants for the Values-Based 1 https://btpc.org/about-us/ Violence Prevention Initiative in July 19982 . TenPoint Coalition updated its ten-point plan in 2016 and has inspired other cities to create their own chapters. Records responsive to this request include press and news articles, internal correspondence between White House staffers, and information about conferences including the 1999 Department of Justice Strengthening Police-Community Relations conference and the 2000 White House Conference on Teenagers. The Executive Office of the President (EOP) subsystem of the Electronic Records Archive (ERA) contains electronic records created or received by Clinton Administration officials. These records are stored in Search and Access Sets (SAS) that represent their originating computer program. Search strings are used to locate records responsive to FOIA requests, and responsive assets are placed into Search Results Lists (SRLs). Depending on the complexity of the search, there may be multiple SRLs within each SAS. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The Tape Restoration Project (TRP) is a database that contains restored emails from the Automated Records Management System (ARMS) from July 1994 through June of 2000.This system maintained unclassified Presidential email. Lotus Notes is a database that contains files created in the Lotus Notes system. The Lotus Notes system was used as an email management system during the Clinton Administration. This database contains drafts of email, mailing lists, attachments, and other items likely intended for email. Access Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
