This is the second segment of a collection consisting of records dealing with terrorist attacks during the Clinton Administration and the counterterrorism policies put in place in response to those attacks. The collection contains records from the files of the staff of the Transnational Threats Directorate in the National Security Council and includes memorandums, briefing papers, reports, notes, cables, emails, correspondence, and press material. Topics addressed include legislation, preparedness reports, aviation security, Presidential Decision Directives (PDDS) 39 and 62, and the investigations of the Oklahoma City Bombing, the Riyadh bombing, the Khobar Towers bombing, the U.S.S. Cole bombing, and abductions of westerners.

The materials in FOIA 2006-1164-F (Segment 2) are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. This FOIA contains records dealing with terrorist attacks during the Clinton Administration and counterterrorism policies put in place in response to those attacks. Many of the documents address legislative actions on counterterrorism, including the Trading with the Enemy Act, the International Emergency Economic Powers Act, the Anti-Terrorism and Effective Death Penalty Act of 1996, and the Iran-Libya Sanctions Act of 1996. In addition, there are materials concerning United States government preparedness for responses to terrorist acts, particularly those including weapons of mass destruction. The National Commission on Terrorism’s 2000 report and the records related to the 1998 General Accounting Office report on aviation security particularly highlight prevention of and response to terrorism. This FOIA also contains documents regarding terrorism policies communicated directly from the President, including Presidential Decision Directive (PDD) – 39, PDD-62, and Executive Order 12947. Lastly, there are materials concerning the response to and investigation of various terrorist actions carried out against Americans during the Clinton administration, specifically: the 1995 Clinton Presidential Library’s web site 2006-1164-F-2 http://www.clintonlibrary.gov 2 Oklahoma City Bombing, the 1995 bombing of the Office of the Program Manager – Saudi Arabian National Guard in Riyadh, the Khobar Towers bombing in 1996, the abductions of westerners in the Kashmir region in 1997, abductions in the Philippines and Ecuador in 2000, and the 2000 bombing of the U.S.S. Cole. All of the records responsive to this FOIA request are White House Staff and Office files located in the records of the National Security Council’s Transnational Threats office. They consist of memoranda, briefing materials, reports, notes, cables, emails, correspondence, and press material. The files processed in response to this segment of FOIA 2006-1164-F are pulled from the records of Daniel Benjamin, Roger Cressey, Randolph Eddy, Michael Fenzel, Lisa Gordon-Hagerty, Paul Kurtz, Mark Montgomery, Carl Meyer, George Mulligan, Frederick Rosa, and Steven Simon. The majority of these records related to this FOIA case are closed for national security reasons. Records that are responsive to this FOIA request were found in this collection area—Clinton Presidential Records: White House Staff and Office Files. Staff and Offices files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of comments that are not wholly responsive to the subject area.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
