This collection consists of records dealing with terrorist attacks during the Clinton Administration and the counterterrorism policies put in place in response to those attacks. These records contain studies, legislative materials, memorandums, and reports regarding United States government preparedness for terrorist attacks, and response to those attacks. The documents address a wide variety of terrorism-related topics, including aviation security, Presidential Decision Directives 39 and 62, the 1986 La Belle Disco bombing, the 1988 Pan Am 103 bombing, the 1996 Khobar Towers Bombing, the TWA 800 disaster in 1996, the 1999 Egypt Air 990 crash, and the 1996 Summer Olympics.

The materials in FOIA 2006-1164-F (Segment 3) are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. This FOIA contains records dealing with terrorist attacks during the Clinton Administration and counterterrorism policies put in place in response to those attacks. Many of the documents address United States government preparedness for responses to terrorist acts, particularly those including weapons of mass destruction. These include studies, exercises, and legislative documents aimed at assessing and improving preparedness for such attack. Along with these preparedness documents, there are records that discuss the division of responsibilities between Federal agencies in a terrorist event. Because many terrorist events took the form of aircraft hijackings or bombings, there are also numerous documents concerning improvements to aviation security. This FOIA also contains documents regarding terrorism policies communicated directly from the President, including Presidential Decision Directive (PDD) – 39, and PDD-62. In additon, there are materials concerning the response to and investigation of confirmed and suspected terrorist events of the 1980s and 1990s: the 1986 La Belle Disco bombing, the Pan Am 103 bombing in 1988, the Khobar Towers bombing in 1996, the TWA 800 2006-1164-F-3 http://www.clintonlibrary.gov 2 disaster in 1996, the Egypt Air 990 crash in 1999. Lastly, the FOIA collection contains planning materials for the 1996 Summer Olympics in Atlanta, Georgia. In the Clinton Administration National Security Council, the Global Issues and Multilateral Affairs directorate held the lead on matters related to terrorism, until it transitioned to the Transnational Threats Directorate in 1998. All of the records processed in response to this FOIA were found in the files of staffers from these directorates, including Sean Darrah, James Eisenhower, Steven Simon, Daniel Benjamin, and William Wechsler. These records include correspondence, memoranda, reports, briefing and meeting materials, legislative documents, and emails regarding the above mentioned topics. Records that are responsive to this FOIA request were found in Clinton Presidential Records: White House Staff and Office Files. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA)
