The collection contains letters, invitations, and personal correspondence. The personal correspondence includes Christmas and birthday greetings, as well as thank you notes for Mr. McAuliffe’s work on the 1996 inaugural committee. McAuliffe became the 72nd governor of Virginia in 2014. Scope and Content Note The materials in FOIA 2013-1025-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. As of 2016, Terence R. McAuliffe was the 72nd governor of Virginia and a personal friend of President and Mrs. Clinton. He was a regular golf partner of the President as well as a frequent guest at the White House during the Clinton presidency. Mr. McAuliffe also served as the Clinton campaign’s chief fundraiser, and the national co-chairman of the re-election campaign in 1996. He was the co-chairman of the 1996 inaugural committee and in June of 2000 he became chairman of the Democratic National Convention (DNC). In 2007 he was named the chairman of the Hillary Clinton 2008 presidential campaign. Mr. McAuliffe ran for public office for himself for the first time in 2009, losing the Democratic primary for the Virginia governorship. He ran a second time in 2013, this time defeating Ken Cuccinelli. Due to Mr. McAuliffe’s personal as well as political relationship with the President the majority of this collection is closed under PRM (personal record misfile) as defined by 44 U.S.C. 2201 (3). “The term personal records means all documentary materials, … of a purely private or nonpublic character which do not relate to or have an effect upon the carrying out of the constitutional, statutory, or other official or ceremonial duties of the President.” The personal records misfile (PRM) term also includes “materials relating exclusively to the President’s own election to the office of the presidency”, and “materials relating to private political associations, having no relation to or direct effect upon the carrying out of constitutional, statutory, or other official or ceremonial duties of the President”. This collection contains personal gift correspondence for Christmas and birthdays as well as thank you notes for Mr. McAuliffe’s work on the 1996 inaugural committee and an invitation for Mr. McAuliffe to attend a conference on trade and investment in Ireland. It also includes a thank you note for Mr. McAuliffe’s work for the Americorps program. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM (OP) series. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
