Tim Connolly served as the Department of Defense’s Principal Deputy Assistant Secretary for Special Operations and Low Intensity Conflict (SOLIC) from August 1993 to April 1996. Low intensity elements of Connolly’s position included operational support for civil, humanitarian, and refugee affairs in both Rwanda and the Balkans. In this capacity, Connolly coordinated with international assistance, development, and humanitarian agencies. FOIA 2014-0423-F contains biographies, forms, memoranda, emails and resumes. These materials concern the appointment of Tim Connolly to Principal Deputy Assistant Secretary for Special Operations and Low Intensity Conflict (SOLIC) in the summer of 1993, as well as his departure from that position in April 1996.
