FOIA 2013-0914-F (Segment 1) contains email created by Todd Stern primarily focusing on the issue of climate change during the Clinton administration. Todd Stern served as Assistant to the President and Staff Secretary in the White House for the period 1993-1999. In that capacity he also acted as senior negotiator at the Kyoto Protocol and Buenos Aires talks, both of which dealt with climate change. Stern left the White House in June of 1999 to serve as Senior Policy Advisor for the Secretary of Treasury. Secretary of State Hillary Clinton appointed him United States Special Envoy for Climate Change on January 26, 2009. The Automated Records Management System [Email] contain the only records responsive to this FOIA request. Most email sent from Stern during his last year as Assistant to the President are memos and correspondence primarily concerning Climate Change. Stern sent email concerning climate change related topics including but not limited to the Kyoto Protocol, Partnership for a New Generation of Vehicles (PNGV), Electricity Restructuring, and drafts of an Executive Order on the Greening of Government through Efficient Energy Management. Stern primarily sent email related to the environment and Climate Change to David Sandalow (Senior Policy Advisor, White House Council on Environmental Quality), Elliot Diringer (Senior Policy Advisor, White House Council on Environmental Quality) Dirk Forrister (Chairman of the White House Climate Change Task Force), and Roger Ballentine (Chairman of the White House Climate Change Task Force). Other email sent from Stern relates to drafts and comments concerning the “race book.” Email related to the race book is often addressed to John Podesta or Christopher Edley.
