It contains letters, email, memos, press releases, agendas, newspaper articles, reports, publications, invitations, and handwritten notes mostly regarding needle exchange programs and conferences attended by Summers as a White House representative. Scope and Content Note The materials in FOIA 2018-0758-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. Freedom of Information Act (FOIA) request 2018-0758-F was for records from the files of Todd Summers, Deputy Director of the National AIDS Policy Office from August 1997 thru January 2000. The National AIDS Policy Office records in this collection cover a variety of HIV/AIDS issues, including prevention, vaccines, testing, surveillance, and needle exchange. In fact, a significant amount of the materials processed are Summers’ files regarding needle exchange. Since the late 1980s, there had been an ongoing and contentious political issue of federal funding for needle exchange programs to prevent the spread of AIDS. By the late 1990s, key opposition was led by the Office of National Drug Control Policy (ONDCP) who disagreed with the proposal, concluding that needle exchange programs increased illegal drug use. In 1997, Congress continued the ban of federal funds for local needle exchange programs until March 1998. After that date, Congress authorized the Secretary of Health and Human Services (HHS) to determine if such exchange programs were effective in preventing the spread of HIV and not encouraging the use of illegal drugs. The two criteria test proved difficult to meet. After a bitter and agonizing debate in late April 1998, the ONDCP Drug Czar, Gen. Barry McCaffrey, argued successfully in getting President Clinton not to authorize the HHS proposal for federal funding of local needle exchange programs, upsetting advocates of the plan. Despite promising evidence, the Clinton administration decided the best course at that time was to let local communities use their own funds for the needle exchange program, without any federal money. The records contain letters, email, memos, press releases, agendas, newspaper articles, reports, publications, invitations, and handwritten notes.
