This collection consists of records from the Executive Office of the President, including the President’s schedule for the event and his remarks, the timeline for the ceremony and the invitation list to the Ceremony in Recognition of the Survivors of the Study at Tuskegee. On May 16, 1997, President Clinton issued a public apology to the survivors of the Tuskegee Syphilis Study, which was conducted by the United States Public Health Service and lasted from 1932 until 1972. The Study recruited African American men to study the effects of untreated syphilis. The men were not told about their illness and treatment was withheld.

The materials in FOIA 2006-1991-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. Because these records were processed at the folder level, this FOIA contains records not related to the Tuskegee Survivors Ceremony. These additional records include events from May 15 – 17, 1997 and May 23, 1997. Included are schedules for the President, speech drafts, and transcripts of radio addresses. Speech drafts include the President’s remarks at the National Peace Officers Memorial Event held on May 15, 1997 and his remarks to the White House News Photographers Association Dinner on May 17, 1997.

Records that were responsive to this FOIA request were found in one collection area—Clinton Presidential Records: White House Staff and Office Files. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity.
