A majority of the collection are documents which were sent to the White House by Steven M. Greer, the head of a nongovernmental organization called the Center for the Study of Extraterrestrial Intelligence (CSETI). Other documents include requests for information from the White House relating to UFO’s, extraterrestrial intelligence, or the alleged Roswell incident as well as news transcripts and correspondence concerning reported UFO sightings. Scope and Content Note The materials in 2006-0474-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-0474-F consists of records pertaining to UFO’s. These records consist of letters, routine correspondence tracking forms, memos, reports, emails and cables relating to UFO’s or extraterrestrial beings. The WHORM Subject Files contain correspondence from the White House, the National Archives and Records Administration, a Member of Congress, and the Director of the Ronald Reagan Presidential Library each pertaining to a request for information relating to UFO’s, extraterrestrial intelligence, or the alleged Roswell incident. In addition to the actual correspondence, the files contain White House correspondence tracking sheets. The White House Staff and Office Files contain a large portion of the material, which is responsive to this FOIA request, and consists of documents which were sent to the White House by Steven M. Greer, the head of a nongovernmental organization called the Center for the Study of Extraterrestrial Intelligence (CSETI). CSETI’s stated goal was to present compelling evidence of extraterrestrial intelligence to Members of Congress and other senior government officials in order to elicit further investigation and the full disclosure of information by the government. Some of the purportedly official documents, presented as evidence by CSETI, have been in the public domain for several years and are widely disputed with regard to their origin and authenticity. Also, within the Agency Liaison Files, are letters from individuals to the White House, or directly to the President, which were referred to the National Aeronautics and Space Administration (NASA) for reply. Included, with one of NASA’s reply letters, is a 3-page enclosure explaining the history of government activity in UFO investigations. Records responsive to this FOIA were also found in the NSC Cable, Email, and Records Management Systems. The cables contain translated text of foreign news reports related to sightings of UFO’s. The emails contain transcripts of press briefings and remarks by President Clinton at various functions where UFO’s were mentioned. Documents found from NSC Records Management consist of letters to the White House from Steven Greer with enclosures similar to (or in some cases the same as) those found in the White House Staff and Office Files. Records responsive to this FOIA were found within the Automated Records Management and Tape Restoration Project systems. Responsive email from these collections may best be described as news transcripts and correspondence concerning reported UFO sightings. Record Type Textual System of Arrangement Records that were responsive to this FOIA request were found in five collection areas – Clinton Presidential Records: WHORM Subject Files; Clinton Presidential Records: White House Staff and Office Files; Clinton Presidential Records: ARMS Emails; Clinton Presidential Records: Tape Restoration Project Emails; and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. As policy, Staff and Office Files are processed at the folder level. That is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. WHORM Subject Files are processed at the document level. The WHORM Subject File was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. A complete listing of the categories with detailed descriptions is provided in our research room. The Automated Records Management System (ARMS) is a database that contains email records of the executive office of the President. This system maintained unclassified Presidential email. The ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The TRP dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date. Access Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions. Copyright Documents in this collection that were prepared by officials of the United States government as part of their official duties are in the public domain. Researchers are advised to consult the copyright law of the United States (Title 17, USC 101) which governs the making of photocopies and other reproductions of copyrighted material. Provenance Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
