Freedom of Information Act (FOIA) request 2016-0868-F was for records pertaining to United States Ambassador to France Pamela Harriman, specifically her appointment as Ambassador in 1993 and her death in 1997. This collection includes correspondence, news media summaries, press materials, press releases, press briefings, emails, cables, memos, schedules, letters, and paperwork related to Ambassador Harriman’s nomination and vetting, President Clinton’s statement regarding her death, condolence letters, funeral arrangements, and remarks at her memorial service. Pamela Harriman was born on March 20, 1920 in Farnborough, England. In 1939, she married Randolph Churchill, son of First Lord of the Admiralty – later Prime Minister of the United Kingdom – Winston Churchill. During World War II she worked for the British government in support of the war effort. Having separated from Randolph Churchill in 1946, she moved to the United States in 1959. In 1971 she married Averell Harriman, who she had originally met in the early 1940s when Mr. Harriman was a diplomatic liaison to Europe for President Franklin D. Roosevelt. Assisted by her husband’s influence in foreign policy and political connections, Pamela became actively involved in the Democratic Party, organizing fundraising efforts to elect Democrats in the 1980s. In 1993, President Clinton appointed Pamela Harriman United States Ambassador to France, a position she held until her death in 1997. Throughout her career, she also held the positions of Honorary Trustee and Honorary Member of the Executive Committee of the Brookings Institution, Vice Chairperson of the Atlantic Council, Member of the Council on Foreign Relations, and At-Large Member of the Democratic National Committee, among others. Pamela Harriman died in Paris, France on February 5, 1997 due to complications from a cerebral hemorrhage. Her memorial service was held at Washington National Cathedral on February 13, 1997.

Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: White House Office of Records Management (WHORM) Alpha Files; Clinton Presidential Records: WHORM Subject Files; Clinton Presidential Records: White House Staff and Office Files; Clinton Presidential Records: ARMS Emails; Clinton Presidential Records: TRP Emails; and Clinton Presidential Records: NSC Cable, Email, and Records Management System. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Alpha file was compiled by the White House Office of Records Management from 1993 – 1996 and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of seven sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: NPR for National Performance Review, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, NSC for National Security Council, and Default for emails not associated with an office. The NPR bucket contains email created or received by an individual with a National Performance Review (NPR) White House user account. The OPD bucket contains email created or received by an individual with an Office of Policy Development (OPD) White House user account. The POTUS bucket was designated for email created and received by the President of the United States (POTUS). Please note that President Clinton never used his POTUS White House user account to send the few emails he wrote while in office. The WHO bucket contains email created or received by individual with an Executive Office of the President White House user account not identified as CEA, NPR, or OPD. The CEA bucket contains email created or received by an individual with a Council of Economic Advisors (CEA) White House user account. The NSC bucket contains email created or received by an individual with a National Security Council (NSC) user account. The Default bucket contains email created or received by unknown or un-recognized email accounts. Email found within the Default bucket often includes email created or received by offices or individuals outside the Executive Office of the President. ARMS email are arranged by topic, there-under by bucket, and there-under chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System (ARMS) from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential record email. The TRP database is comprised of the same seven sub-series of email as in ARMS. TRP email are arranged by topic, there-under by bucket, and there-under chronologically by creation date.
