This collection consists of records regarding the reorganization of the United States Information Agency (USIA), which culminated in 1999 with its demise as an independent agency. The functions of the USIA were subsumed by the BBG (Broadcasting Board of Governors) and the Under Secretary of State for Public Affairs and Public Diplomacy. This collection consists of correspondence, memoranda, speeches, and schedules.

The materials in FOIA 2006-0208-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-0208-F contains materials concerning the United States Information Agency (USIA). The USIA came into existence in 1953 and ended in 1999 with the passage of the Foreign Affairs and Restructuring Act. The USIA’s primary mission was to promote a positive view of democracy, free market economies and the policies of the United States overseas through the use of broadcasts and international cultural and educational exchanges. The USIA’s broadcasting functions were continued under the Broadcasting Board of Governors (BBG), which became an independent agency, while other USIA functions now fall under the purview of the Under Secretary of State for Public Affairs and Public Diplomacy. The White House Office of Records Management (WHORM) Alpha File contains correspondence between the USIA and the White House. One subject of the correspondence is an October 1993 conference involving American corporate and small business leaders, members of Congress, senior administrative officials, top educators and community representatives and 30 representatives from Russia and the other 11 newly-independent states of the former Soviet Union. Another subject relates to positive press coverage received on the U.S. – South Africa Conference, ―Investing in People,‖ which took place in Atlanta in June 1994. Correspondence includes invitations for President Clinton and Thomas McLarty, then Counselor to the President, to participate in USIA events. The White House Office of Records Management (WHORM) Subject File contains letters from various members of Congress related to appointments and resignations, correspondence related to the conference on civic education in Buenos Aires, invitations to USIA events, a list of presidential appointees, pamphlets, memos, and additional correspondence related to the United States Agency for International Development (USAID), the Arms Control and Disarmament Agency (ACDA), and the USIA becoming part of the Department of State. The White House Staff and Office Files contain correspondence, memoranda, speeches, and schedules maintained by individual staff members. The Communications file of Jock Gill consists of letters concerned with the establishment of a telecommunications computer-link between the Office of Media Services at the White House and the Bureau of Policy and Programs at the USIA. The Counsel’s Office files of Bruce Lindsey contain a letter concerned with public and media reaction, in the Middle East and South Asia, to a meeting between President Clinton and author Salman Rushdie. Another letter, from the Director and Deputy Director of the USIA, transmits a USIA discussion paper entitled; ―American Foreign Policy in an Information Age,‖ which explains the role the USIA has and can play in achieving national objectives. There are memos, from early in the administration, concerned with the nomination for Director and Deputy Director of the USIA. These files also contain a report by the Institute for the Study of Diplomacy, School of Foreign Service at Georgetown University entitled, ―USIA: New Directions for a New Era,‖ dated March 1993. The First Lady’s Office file of Melanne Verveer contains memos and letters relating to the USIA fund for U.S. artists at international festivals and exhibitions. The Management and Administration file of Mark Lindsay contains notes, memos and e-mails related to the funding domestic/ State-sponsored trips involving the press. There are also spreadsheets outlining various associated costs. The Millennium Council files of Ellen Lovell contain letters and memos related to how foreign governments planned to observe the millennium. The Speechwriting files of Michael Waldman contain memos related to the Foreign Press Outreach for the G-7 Jobs Conference, a copy of a USIA foreign press center briefing concerning the Summit of the Americas and letters from the Director of the USIA inviting the Vice President to participate in live broadcasts, via USIA’s WorldNet. The Staff Secretary file of Todd Stern contains a draft of the Executive Order transferring all functions and authorities of the Board of International Broadcasting to the USIA and its Broadcasting Board of Governors. This file also includes notes and talking points concerned with a study completed on the restructuring of the different broadcast entities – Voice of America, Radio Free Europe/ Radio Liberty and WorldNet. The Travel Office file of Charles Olson contains a copy of administrative notes for the planning and execution of presidential visits to include logistical requirements, transportation, lodging, financing, press corps needs, etc. There is also statistical data pertaining to traveling expenses. Documents responsive to this FOIA may also be found in the Automated Records Management System (ARMS) Emails and the Tape Restoration Project (TRP) Emails. These emails consist of office correspondence, congressional correspondence, budget reports and legislative reports. The primary focus centers on the USIA either merging or reorganizing with respect to the State Department. The files of the National Security Council contain memos, correspondence, publications, reports, emails, and cables relating to the restructuring of the USIA and the re-inventing of public diplomacy. In the records of Morton Halperin there can be found an extensive collection of memos dealing with reaction to a study entitled ―NPR Phase II: Public Affairs – State/USIA.‖ Coming primarily from officials at the Department of State, they tend to be critical of the recommendations making up the substance of the paper. Their principal criticism is centered on the idea that the U.S. should reduce its efforts at public diplomacy. Conversely, key figures at the DOS are convinced attempts to win the hearts and minds of people all over the world should be redoubled. Several folders of material concerning the USIA Wireless File comprise an important part of Halperin’s files. In the words of one of the records, ―the Wireless File provides texts, transcripts, and by liners by U.S. government officials, official statements and time-sensitive news stories, explanatory reports and background articles to U.S. missions in over 120 countries as well as foreign media outlets and other foreign audiences.‖ The papers of Matt Lorin deal to a great extent with the issue of international broadcasting. Specifically, the International Broadcasting Act of 1994, which gave birth to the Broadcasting Board of Governors (BBG), is dealt with at length. This piece of legislation ushered in a new period in the existence of the USIA. The BBG exercised control over the USIA’s Voice of America (VOA), Radio and TV Marti, WORLDNET Television, and two additional surrogate international broadcast services—Radio Free Europe/Radio Liberty (RFE/RL) and the new Radio Free Asia (RFA). The files of ―Sandy‖ Berger relate solely to the issue of transition—largely reports compiled by the Clinton/Gore Transition Team that deal with the finances, personnel, and other related issues of the USIA.

Records that were responsive to this FOIA were found in these collection areas - Clinton Presidential Records: WHORM Alpha Files, Clinton Presidential Records: WHORM Subject Files, Clinton Presidential Records: Automated Records Management System (ARMS) Email, Clinton Presidential Records: Tape Restoration Project (TRP) Email, Clinton Presidential Records: White House Staff and Office Files, and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Alpha file was compiled by the White House Office of Records Management from 1993 – 1996 and is a series of documents arranged by name of persons, organizations, and events. The WHORM Subject File was compiled by a letter/number combination. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential Records email. The ARMS dataset is comprised of 6 sub-series of email records called ―Buckets.‖ The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential record email. The TRP dataset is comprised of 6 sub-series of email records called ―Buckets.‖ The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
