This collection consists of records related to U.S. intervention in Haiti, specifically during Operation Uphold democracy. This second segment of the collection primarily comprises electronic records (cables and e-mails) and records management numbered documents not produced in the first segment or in related FOIA. It contains travel approvals, correspondence, reports to congress, a limited amount press reporting, meeting announcements and agenda, talking points, political and legal analysis.

Freedom of Information Act (FOIA) request 2006-0650-F concerns records related to U.S. intervention in Haiti, specifically during Operation Uphold democracy. This second segment of the FOIA primarily comprises electronic records (cables and e-mails) and records management numbered documents not produced in the first segment or in related FOIA. Several of the records management system documents were found in staff and office files. The collection contains travel approvals, correspondence, reports to congress, a limited amount press reporting, meeting announcements and agenda, talking points, political and legal analysis. In 1991, a Haitian military regime, led by Lieutenant General Raoul Cédras, overthrew the elected President, Jean-Bertrand Arisitide. President George H. W. Bush called for the military leaders to return the country to democratic rule. During the campaign for the U.S. Presidential election Clinton criticized Bush and stated that under his presidency the U.S. would be more active in returning Haiti to democratic rule. The continued failure of the military leadership in Haiti toward a democratic government led to sanctions by the U.S. Additionally, the U.S. military began plans to forcibly remove this regime in 1994 via Operation Uphold Democracy. As U.S. armed forces prepared to engage in this operation in September 1994, a diplomatic mission led by former President Jimmy Carter convinced the Haitian military regime to allow President Aristide to return to power. The diplomatic mission consisted of President Carter, Senator Sam Nunn, and General Colin Powell. The focus of Operation Uphold Democracy then switched from a combat to a peace-keeping and nation building mission. The United States led a multi-nation peacekeeping effort as a United Nations (UN) mission. The United Nations Multi-national Force, or MNF, lasted from September 19, 1994 to March 31, 1995. On March 31, 1995 President Clinton visited Haiti and oversaw the transfer of mission to the United Nations Mission in Haiti (UNMIH).

Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity.
