This collection consists of records related to U.S. relations with Cuba. This collection consists of Inter-Agency Working Group Meeting agendas, background material, correspondence, executive orders, legislative summaries, internal White House memorandum, notes, policy papers, reports such as the Semi-Annual Reports to Congress regarding the LIBERTAD Act, statements, talking points, and Weekly Economic Briefings. These materials primarily concern implementation of the Cuban Democracy Act of 1992, immigration policy shifts (namely that of September 1994), Brothers to the Rescue overflights of Cuba, the 1996 Cuban Liberty and Democratic Solidarity (LIBERTAD) Act or the Helms-Burton Act, and also the Papal visit to Cuba in 1998.

From the outset, the Clinton Administration was committed to a bipartisan policy that promoted a peaceful transition to democracy in Cuba. The Administration’s approach to Cuba was largely based in the bipartisan Cuban Democracy Act of 1992. This approach enforced a comprehensive economic embargo to press the Cuban regime to end human rights abuses and adopt democratic reforms. The Clinton Administration’s approach also reached out to the Cuban people through private licensed humanitarian assistance and an increased flow of information, such as with Radio Marti and T.V. Marti. In addition, the Clinton Administration’s handling of illegal immigration from Cuba was consistent with the Cuban Democracy Act. The Act provided the Attorney General with flexibility in dealing with immigration issues, such as Cuban rafters, detainees, and safe havens. In September 1994, the United States government reversed 30 years of immigration policy with Cuba. President Clinton ordered that Cuban migrants rescued at sea would no longer be taken to the United States, but instead would be provided safe haven protection at the naval base at Guantanamo Bay. The United States was also able to reach an agreement with Cuba to where the Cuban government pledged to take effective action to prevent unsafe and irregular departures. After the Cuban government downed two U.S. civilian aircraft, President Clinton signed into law the Cuban Liberty and Democratic Solidarity (LIBERTAD) Act in March 1996. The bill was sponsored by Senator Helms and Representative Burton and aimed to strengthen the embargo to advance the cause of freedom in Cuba. The LIBERTAD Act also aimed to protect the interests of American citizens whose property was taken by the Cuban regime. The Subject Files primarily contain correspondence and supporting materials such as clippings, notes, and routing slips. Correspondence from President Clinton largely defines the Administration’s approach to Cuba. Additional Subject File correspondence from business interests, Congress, Cuban-Americans, Cuban human rights organizations, religious advocacy groups, state and local officials, and others discuss a variety of topics. These topics include the trade embargo, Cuban immigration reform and refugee issues, the release of political prisoners, travel restrictions between the United States and Cuba, humanitarian assistance to Cuba, funding for broadcasting in Cuba, Russian and Chinese interference in Cuban affairs, and also narcotics trafficking and Cuba as a safe haven for international criminals. These Subject Files also contain executive orders concerning the implementation of the Cuban Democracy Act, internal White House memorandum concerning updates on litigation surrounding Cuban immigration issues, proclamations on immigration policies, reports on telecommunications payments, scheduling materials, and statements on legislation concerning Cuba. Files from the WHORM Subject File CF consist of memorandums, news clippings, policy papers, and routing slips concerning the Helms-Burton legislation, Brothers to the Rescue overflights of Cuba, and the 1998 Papal Visit to Cuba. Staff and Office files are also responsive to this collection. Files from Cabinet Affairs include clippings, correspondence, notes, press releases, and transcripts regarding the downed American aircraft and Cuban-American outreach; in addition, these materials discuss staffing issues with regards to Cuba policy. Chief of Staff files include clippings, correspondence, notes, press releases, reports, statements, and supporting materials on a variety of topics. These topics include Cuban-American attitudes on United States policy toward Cuba; viewpoints from advocacy groups, business groups, and the White House on humanitarian aid; the downed American aircraft; and also passage of the Helms-Burton legislation including broadcasting rights issues. Council of Economic Affairs files contain clippings, reports, statistics, and weekly economic briefing regarding the Cuban economy. Counsel’s Office files include clippings and correspondence on the Cuban downing of U.S. aircraft, the Helms Burton legislation, and also staffing issues with the Advisory Board for Cuba Broadcasting. Domestic Policy Council files contain correspondence on Operation Distant Shore’s mass immigration emergency planning. Intergovernmental Affairs files contains clippings, correspondence, and statements regarding additional humanitarian steps with Cuba policy. Legislative Affairs files include fact sheets, notes, and statements also regarding additional humanitarian steps with Cuba policy; while correspondence, legislative summaries, and talking points note issues with the Cuban Liberty and Democratic Solidarity Act. Management and Administration files contain correspondence and talking points on the Cuba Interagency Task Force. National Economic Council files contain correspondence and notes on international flights from Cuba and also statements challenging the LIBERTAD Act. National Security Council files consist of agendas from interagency working groups and also semi-annual reports to Congress on compliance with, and exceptions to, the Helms-Burton Act. Political Affairs files include clippings, correspondence, and talking points on Cuban-American outreach and updates to Cuban immigration policy. Presidential Personnel files contain correspondence on appointments to the Advisory Board for Cuba Broadcasting. Public Liaison files include background materials, clippings, correspondence, fact sheets, press coverage, press guidance, reports, scheduling materials, statements, and talking points regarding U.S. policy towards Cuba. Policy issues include outreach to various Cuban-American groups, development of the Cuban economy, immigration and human rights, the Brothers to the Rescue pilots, issues with the Helms Burton legislation, issues with the relocation of Radio Marti to South Florida in April of 1996, and the Papal Visit to Cuba in January of 1998. Additional topics include drug trafficking out of Cuba, natural disaster relief, and awards for Cuban veterans.

The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM (OP); WHORM (Various Offices); and WHORM (Alpha Project) series. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
