This collection consists of records related to meetings between Czech President Vaclav Havel and U.S. President Bill Clinton. It contains memos, correspondence, briefing books, emails, cables, schedules, speeches, press clippings, and photocopies of photographs

The materials in FOIA 2017-0413-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. This Freedom of Information Act (FOIA) request was for all records and correspondence relating to both official and state visits between President Clinton and the former President of the Czech Republic, Vaclav Havel. Václav Havel was a poet, playwright, political dissident, human rights leader and statesman. He was born in Prague, Czechoslovakia on October 5, 1936 and passed away on December 18, 2011 in Hradecek, Czech Republic. Havel became president of Czechoslovakia on December 29, 1989, becoming the country’s first noncommunist leader since 1948. He held that position until the dissolution of Czechoslovakia in 1992. After the dissolution of Czechoslovakia, Havel successfully ran for President of the new Czech Republic in 1993 and he held that position until his resignation in 2003. In January of 1994, President Clinton met with President Havel and other Presidents and Prime Ministers of the Czech Republic, Ukraine, and Belarus when he visited those countries. In September of 1998, President Clinton hosted a Czech State Arrival and dinner for President Havel and in 2003 President Clinton awarded President Havel with the Presidential Medal of Freedom. The records to be opened in this collection consist of memos, correspondence, briefing books, emails, cables, schedules, speeches, press clippings, and photocopies of photographs. The collection contains copies of speeches that President Havel gave at Harvard and Columbia Universities, speech draft cards from President Clinton’s Toast to Havel when he visited the White House in September 1998, lists of guests and invitees to the White House State visit and dinner for Havel, correspondence regarding the Foundation Forum 2000 conference and the opening of Radio Free Europe/Radio Liberty in Prague. The records also include memos, correspondence, emails and schedules relating to President Havel’s visit for the opening of the Holocaust Memorial Museum in Washington DC and for his visit to the National Czeck & Slovak Museum & Library in Des Moines, Iowa. The Presidential briefing books and National Security Council cables and emails included in this collection concern President Clinton’s travels to Eastern Europe and Moscow, Russia. The January 1994 trip included a brief stay in Prague, the Czech Republic and a visit with President Havel. The majority of these records related to this FOIA case are closed for national security reasons

Records that are responsive to this FOIA request were found in these collection areas— Clinton Presidential Records: White House Office of Records Management (WHORM) Subject Files, Clinton presidential Records: WHORM Subject Files CF, Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: ARMS Emails, and Clinton Presidential Records: NSC Cable, Email and Records management Systems. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified presidential email. FOIA 2017-0413-F includes WHORM records from these subject codes: CO047 Countries: Czech Republic FG001-07 Federal Government – Organizations: Appointments Granted, Presidential PR005-01 Public Relations – Photographs Granted, Presidential.

Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
