Freedom of Information Act (FOIA) request 2017-0390-F was for unclassified records related to Venezuela and trade and/or economy. Subject files contain correspondence from business groups, Congress, and corporate leaders. This correspondence primarily contains recommendations for President Clinton’s visit to Caracas, Venezuela, in October 1997. Additional topics in this correspondence include trade missions and tax treaties. These Subject files also contain President Clinton’s press statements and talking points in preparation for his travel to South America in the fall of 1997. Other correspondence in the Subject file concerns trade and tax negotiations with Venezuela in 1999. Counsel’s Office records contain responses to congressional inquiries regarding an Environmental Protection Agency (EPA) ruling on reformulated gasoline (RFG) requirements, the role of the National Economic Council (NEC), and the importation of Venezuelan gasoline. NEC files consist of background information for a 1995 trip to Caracas and additional congressional correspondence on the EPA, the NEC, and Venezuelan RFG requirements. Special Envoy for the Americas files contain background information and press guidance for a November 2000 trip to Venezuela and talking points for a 1999 meeting with the Venezuelan ambassador at the time.

The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
