The briefings contain advice and analysis on national and international macroeconomic trends from the White House’s professional economists. The briefings responsive to this case date from 1993 to 2000. Scope and Content Note The materials in FOIA 2018-0275-F are a selective body of documents responsive to the topic of the FOIA. This collection contains Weekly Economic Briefings prepared for President Clinton by the Council of Economic Advisers (CEA) with the assistance of the Office of the Vice President. The briefings responsive to this case date from 1993 to 2000. Researchers can view additional Weekly Economic Briefings in the records of Janet Yellen (2013-0723-F). Early in the Administration, CEA Chair Laura Tyson initiated the process of submitting these Weekly Economic Briefings to President Clinton. In these briefings, the White House’s professional economists provided advice and analysis on national and international macroeconomic trends. The CEA did not create the Weekly Economic Briefing at certain times, such as during the holidays, the President’s foreign travel, and staff vacations. Noted examples of dates with no briefings include: 11/26/1993, 12/24/1993, 12/31/1993, 1/14/1994, and 4/1/1994. Weekly Economic Briefings in the WHORM Subject Files and the WHORM CF Files frequently contain annotated remarks and backwards checkmarks from President Clinton. Staff and Office folders supplement the WHORM Files to provide a more complete account of the various dated versions of the Weekly Economic Briefings. George Stephanopoulos’s Chief of Staff files contain Weekly Economic Briefings with the following dates: 3/29/1996, 4/5/1996, and 5/15/1995. Martin Baily’s Council of Economic Advisers files contain briefings from July 1999 to February 2000. Michael LeBlanc’s CEA files contain briefings which date from June 1998 to June 2000. The National Economic Council (NEC) files of Sylvia Mathews contain briefings which date from October 1993 to December 1993. In addition to the October 1993-1994 briefings listed below, Gene Sperling’s NEC files contain briefings dating from September 1999 to October 2000. Laura Tyson’s NEC files date from January 1995 to December 1995. Record Type Textual System of Arrangement Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: White House Office of Records Management (WHORM) Subject Files; Clinton Presidential Records: WHORM Subject Files CF; and Clinton Presidential Records: White House Staff and Office Files. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Alpha file was compiled by the White House Office of Records Management from 1993 – 1996 and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM, WHORM Counsel, WHORM (CL), WHORM (OP), WHORM (Too Late); WHORM (Various Offices); and WHORM (Alpha Project) series. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
