This collection consists of records concerning individuals who attempted to become participants in the White House Conference on Small Business (WHCSB) held during the Clinton administration on June 11-15, 1995. The collection contains resumes and covering letters arranged individually and by state. The records also include Presidential correspondence, memoranda, publications, drafts, papers, newspaper articles, press releases, and reports regarding the recommendations set forth by the WHCSB.

The materials in FOIA 2013-0932-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. There were three gatherings that are often referred to as the White House Conference on Small Business (WHCSB). The first took place in 1980 under Jimmy Carter, the second occurred during the presidency of Ronald Reagan in 1986, and the final one, the subject of this particular FOIA case, took up five days in the second term of President Bill Clinton (June 11-15, 1995). Specific legislative acts mandated the goals, purpose, and size of each conference. Out of the first two meetings (1980, 1986) laws got passed such as the Regulatory Flexibility Act, the Paperwork Reduction Act, the Small Business Innovation Research program, and the Equal Access to Justice Act. The enabling legislation for the third conference received the approval of Congress in 1990, while George H.W. Bush occupied the White House. Called the White House Conference on Small Business Authorization Act (H.R. 4773), the bill created the White House Conference on Small Business Commission. This body’s main duties centered around holding a White House Conference on Small National Archives and Records Administration web site 2013-0932-F http://www.archives.gov 2 Business by a designated deadline that would make the public more cognizant of the contributions of small business, zero in on small business problems, thoroughly study the issue of women and minority small business owners, help small business become more efficient as the nation’s primary job creator, and promulgate specific recommendations that might pass through executive and legislative action. More than 1,500 delegates were slated to attend the White House Conference on Small Business in Washington, D.C. from June 11-15, 1995. President Clinton would appoint 100 of these representatives, with the remainder of them selected by Governors, members of Congress, and election at state conferences. Prior to the national colloquium, a series of regional assemblies was set to take place at various points across the United States. Six cities (Atlanta, Dallas, Denver, San Francisco, New York City, and Chicago) would host the regional conventions in April and May. The number of delegates lined up to participate in all the meetings came to 1,725. A cabinet-level official of the Clinton Administration (such as Secretary of the Treasury Lloyd Bentsen, for example) was ideally supposed to be the keynote speaker for these groups, but this turned out to be nearly impossible because of prior commitments on their part. Every conference would include plenary sessions, workshops, and issue breakouts. Registration fees were relatively inexpensive, in the neighborhood of $50 all across the country. Pre-registration was encouraged, with the fee dropping slightly. A brochure describing the actual breakdown of the national convention outlined pertinent information. Both non-participating observers and eligible participants could attend the conference at their own expense. The cost of pre-registration by mail ($40) and on-site registration ($50) only covered materials associated with that process, meeting room fees, and refreshment costs. The White House Conference on Small Business in Washington, D.C. would have daily issue sessions, official White House functions, prominent officials from the Clinton Administration speaking to the group, and social events of varying size and type. As a final act, delegates (both elected and appointed) would come together and vote on how to prioritize policy recommendations they wanted to submit to President Clinton and Congress. Records that were responsive to this FOIA request include memoranda, correspondence, drafts, faxes, lists, emails, resumes, biographies, papers, outlines, publications, testimony, and newspaper articles. The majority of this material discuss the appointment and selection of delegates to the White House Conference on Small Business held in Washington, D.C. June 11-15, 1995. Non-solicited resumes were sent in by individuals wishing to be considered for the WHCSB; friends, colleagues, and associates sent in letters accompanied by resumes and biographies of people they thought merited consideration to be part of the proceedings. Small business firms and organizations had talented men and women on their radar that they believed to be worthy of inclusion with respect to the WHCSB; resumes and so forth came pouring in attesting to their qualifications. Publications located here bore some type of relationship to the meeting in question. For example, copies of Foundation for a New Century: A Report to the President and Congress – The White House Conference on Small Business Commission, September 1995 turn up throughout the collection. The WHORM-Alpha File contains correspondence principally between President Clinton and Alan J. Patricof, Chairman of the White House Conference on Small Business Commission from 1993-1995. Clinton and Patricof discussed the possibility of the President addressing the White House Conference on Small Business scheduled to take place in Washington, D.C. in June 1995. Patricof thought participation by the President at some level would be of immense benefit to small business. He sent correspondence to the White House requesting presidential involvement in the WHCSB. President Clinton did give the keynote speech to the delegates attending the national meeting. The WHORM-Subject File deals primarily with the selection of representatives to the WHCSB. Largely composed of correspondence, memoranda, and publications, the material in this portion of the FOIA case show that many individuals with any type of connection to small business wanted to participate in the convention held in the nation’s capital. Afterwards, Administration staff grappled with what should be done to acknowledge the expenditure of time and effort by people who left their homes and spent five days trying to come up with answers to difficult questions regarding a cornerstone of the country’s economy. They finally settled on both a thank you letter from the President and a certificate of appreciation. White House Staff and Office Files originate from Cabinet Affairs, Chief of Staff, National Economic Council, Presidential Personnel, and Public Liaison. Consisting of publications, reports, correspondence, drafts, talking points, lists, press releases, pamphlets, memoranda, schedules, and notes, Cabinet Affairs seems to concentrate on documents used during the WHCSB. A case in point would be the report entitled “ President Clinton’s Agenda for Small Business,” a draft of which is dated June 6, 1995. It’s thirty-two pages long and highlights such subjects as “The Clinton Record on Small Business,” “The Middle Class Bill of Rights,” “Education and Training,” “Community Empowerment,” and “Cutting the Deficit and Unnecessary Spending.” The material from the files of the Chief of Staff contains correspondence, memoranda, notes, faxes, papers, publications, handwritten notes, newspaper articles, and press releases. Letters are exchanged between Alan J. Patricof and the White House (usually represented by Erskine Bowles, Peter Yu, and Harold Ickes). Some of the memoranda revolve around what is being done to implement the major recommendations coming out of the WHCSB. They generally are addressed to President Clinton and focus on the strategy employed by the SBA (Small Business Administration) to see that the positive energy generated by the national meeting in Washington, D.C. doesn’t start to dissipate. A sizable portion of the collection is devoted to the files of the National Economic Council. Four staffers—Theo Lubke, Dorothy Robyn, Gene Sperling, and Peter Yu. The papers of Theo Lubke contain publications, correspondence, faxes, reports, press releases, drafts, and remarks. Perhaps the highlight of this material would have to be the publications: Employers, Families, and Education: Promoting Family Involvement in Learning and The White House Conference on Small Business Issue Handbook: Foundation for a New Century prepared by the Office of Advocacy, U.S. Small Business Administration in April 1994. It is composed of issue papers dealing with varied topics such as capital formation, community development, environmental policy, and international trade. The files of Dorothy Robyn contain newspaper articles, papers, handwritten notes, memoranda, publications, checklists, and faxes. These pieces would be described as follows: “Environmental Protection Agency and Small Business,” “The Clinton Administration and Small Business: Partners for Growth,” and “Pension Simplification, Regulatory Flexibility, and Reducing Regulations and Paperwork for Small Business.” Finally, the checklists would seem to be a follow-up on the recommendations of the WHCSB. That is, all of them (dated December 6, 1995) emphasize implementation of accords and rules set forth by the White House Conference on Small Business. The files of Gene Sperling, one of the top economic advisors in the Clinton Administration, contain memoranda and correspondence. All of the material in these folders is in response to a memorandum issued by President Clinton on March 15, 1994 in which he instructed all of the agencies of the federal government to describe policy initiatives each of them engaged in that may have affected small business. Clinton’s directive was just a little more than a year ahead of the White House Conference on Small Business scheduled to take place in Washington, D.C. June 11-15, 1995. All manner of agencies replied to the presidential decree. Included in the list of responsive organizations were: Department of Commerce, Environmental Protection Agency, Department of Defense, National Credit Union Administration, Tennessee Valley Authority, Department of Justice, Department of the Treasury, etc. Peter Yu’s materials from the NEC contain papers, memoranda, faxes, press releases, testimony, publications, and drafts. The memoranda focus on the nuts and bolts of the White House Conference on Small Business and the state and regional meetings leading up to the national meeting. A paper worth noting is entitled “Small Business Issues and Recommended Regulatory Approaches.” In draft form (dated January 30, 1995) and extending eighteen pages in length, the document concludes with a couple of attachments, the final one being “Suggested Candidates for Subtraction (substantial revision, reduction or elimination).” By far comprising the greater part of the FOIA case, Presidential Personnel breaks down candidates for the White House Conference on Small Business by state in alphabetical order. Close to all the material here is filed under Susan McNay, who acted as Liaison for the WHCSB. Several folders deal with the White House Conference on Small Business Commission, the agency mentioned previously that was responsible for getting the WHCSB to take place before a self-imposed deadline. Also, a number of individual candidates had their own separate file; this meant there would be duplication of information since some of these candidates could be found in state files. Presidential Personnel contains resumes, biographies, correspondence, envelopes, publications, notes, faxes, background material, handwritten notes, memoranda, lists, printed material, reports, drafts, and newspaper articles. Lists pertains to people going into meetings in the White House having to do with the WHCSB—either from an organizational point of view or possibly becoming a delegate to the proceedings. There are resumes and biographies, with accompanying letters of recommendation often times attached. Recommendations came with a degree of regularity from officials of the DNC (Democratic National Committee), either at the federal or state level. It wasn’t uncommon for individuals to write correspondence in which they recommended themselves for the WHCSB. One topic mentioned extensively throughout this part of the collection is a video featuring President Clinton designed to be played to representatives attending the conference. A final point regarding the records making up Presidential Personnel is the prominence of memoranda to the President vis-à-vis potential candidates to the White House Conference on Small Business. These memos summed up the strengths of each individual and had a space where Clinton could put his distinctive left-handed checkmark. The files of Eric Schwerin of Public Liaison contain correspondence, lists, biographies, resumes, newspaper articles, client profiles, handwritten notes, notes, and memoranda. One portion of his records consists of candidates for the WHCSB arranged alphabetically by state. Generally speaking, the candidates would be listed and then resumes and letters of recommendation would follow. The other part of his material is devoted to more generalized information about the White House Conference on Small Business and its related activities. For example, you might find memos summarizing what transpired at the state conferences around the country prior to the national meeting in Washington, D.C.

Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: WHORM Alpha Files, Clinton Presidential Records: WHORM Subject Files, and Clinton Presidential Records: White House Staff and Office Files. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Alpha File was compiled by the White House Office of Records Management from 1993-1996 and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject File was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In the WHORM Subject File there were two 3 and one half inch diskettes containing letters and mailing lists. The materials from these diskettes have been processed electronically and are available for research in an electronic format. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. In the Staff and Office files of Peter Yu there was one 3 and one half inch diskette containing letters. The material from this diskette has been processed electronically and is available for research in an electronic format. WHORM files are processed at the document level; whereas Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
