(2025-0962-S) White House Office of Records Management Subject File FE002 - Declaration of Independence - Constitution

The White House Office of Records Management (WHORM) Subject File FE002 is a sub-category of the FE classification containing information pertaining to or about the Federal Government. Category FE002 pertains exclusively to issues related to the Declaration of Independence or the Constitution. During the Clinton administration the WHORM maintained a classification system of approximately 60 categories. This system was used for indexing and access to Presidential correspondence, staff correspondence, memoranda, press releases, speeches, speech drafts, etc. Documents could be assigned primary as well as secondary categories. WHORM noted in their instructions that the Subject File consisted of “documents pertaining to the functions and operations of the White House, Federal Government, foreign, and other governments and correspondence from private companies and individuals.” This collection contains correspondence, draft correspondence, memoranda, speech drafts and administrative paperwork. Many of these documents are unrelated to the function of government but are instead public positions informing the government of an opinion or people’s position on a topic.
