Under the Clinton administration there were two State Dinners for Japan at the White House on June 13, 1994 and May 3, 1999, and one State Dinner for the United States in Japan on April 17, 1996.

The majority of images in the case are greeting shots at the White House during the State Dinner on May 3, 1999, with most of the guests listed previously in attendance. Events processed as consequence include presenting a painting of Eleanor Roosevelt at the White House on May 26, 1994, and a departure via Marine One from the Akasaka Place (Government guest house near the Imperial Palace) in Tokyo, Japan on April 17 ,1996. Images responsive to this case were previously processed in FOIA case number 2016-0871-F.

Records that were responsive to this FOIA request were found in one collection area and one series—Clinton Presidential Records: Photographs of the White House Photograph Office and the series therein—Photographs Relating to the Clinton Administration. Processing is done at the Folder/Contact sheet level. While this method maintains folder/contact sheet integrity, it frequently results in the processing of photographs that are not wholly responsive to the subject area.
