The segment consists of photographs pertaining to arrivals, departures, meetings, ceremonies, press briefings, interviews, photo-ops, etc., involving President Clinton, Hillary Rodham Clinton, White House Staff, and others for the time period processed.

FOIA 2016-0984-F (Segment 79) is a request for all Clinton Administration White House photographs taken from January 1, 1994 through December 31, 1994. The photographs processed in this segment were created on August 10, 1994 through August 15, 1994. The segment contains photographs pertaining to arrivals, departures, meetings, ceremonies, press briefings, interviews, photo-ops, etc., involving President William Jefferson Clinton, First Lady Hillary Rodham Clinton, White House Staff, and others for the time period processed. Select material responsive to this segment was previously processed in FOIA case # 2016-0594-F. Photographs from August 11, 1994 are as follows: President William Jefferson Clinton meets in the Oval Office Study with Vice President Albert Gore, Jr., George Stephanopoulos, and Rahm Emanuel. The President proceeds to the Oval Office to meet with staff regarding the crime bill. Also present at the meeting includes Bruce Reed, Margaret Jane “Dee Dee” Myers, and Mark Gearan. Following the meeting the President proceeds to Gearan’s office and meets with Gearan, Emanuel, John Podesta, Marcia Hale, Steve Hilton and Jeff Eller. President William Jefferson Clinton watches television in the Oval Office Study of coverage from the House of Representatives voting on the crime bill. Present include Vice President Albert Gore, Jr., George Stephanopoulos, and Rahm Emanuel. The President meets with staff in the Oval Office including Emanuel, Stephanopoulos, Bruce Reed, Margaret Jane “Dee Dee” Myers, and Mark Gearan. The group proceed to Gearan’s office to meet further. Joining them includes John Podesta, Marcia Hale, Steve Hilton, and Jeff Eller. The President delivers a press statement regarding the failure of the bill to be passed by the House of Representatives. Staff converse with the President following the press remarks, including Kelly Crawford. President William Jefferson Clinton meets at the White House with a group from Hope, Arkansas lead by Ivan Baker. The group presents the President with an Arkansas watermelon and participate in a group photograph opportunity. President William Jefferson Clinton meets with President Zenawi Meles of Ethiopia at the White House. Present includes Vice President Albert Gore, Jr., Secretary of State Warren Christopher, and Samuel “Sandy” Berger. President William Jefferson Clinton meets with Lloyd Cutler in the Oval Office of the White House, who is departing the White House counsel’s office. Present include Vice President Albert Gore, Jr., Mark Gearan, Margaret Jane “Dee Dee” Myers, Carter Wilkie, George Stephanopoulos, Joel Klein, and Abner Mikva. The President and staff proceed to the Rose Garden where the President announces Judge Mikva as new counsel. First Lady Hillary Rodham Clinton addresses a Police Commissioner’s Women in Policing conference at the Fashion Institute of Technology in New York, New York. Present includes Mayor Rudolph Giuliani, William Bratton (police commissioner), and Elsie Scott (deputy police commissioner), among others. The First Lady greets guests & families present at the event and meets with Mayor Guiliani in a holding room. Photographs from August 12, 1994 are as follows: President William Jefferson Clinton and Vice President Albert Gore, Jr., walk along the Colonnade towards the White House Residence. The President and Vice President meet with members of cabinet regarding the crime bill. Present include Attorney General Janet Reno, Secretary of the Treasury Lloyd Bentsen, Mayor Rudolph Giuliani, Lee Brown, Lloyd Cutler, Mayor Ed Rendell, and George Stephanopoulos, among others. President William Jefferson Clinton meets with senior staff in the Cabinet Room of the White House. The President delivers a statement on the South Lawn regarding the crime bill. Following the remarks the President proceeds to Marine One and departs the White House en route Andrews Air Force Base. The President departs via Air Force One en route Minneapolis, Minnesota. The President meets with the delegation aboard the flight, including Senator Paul David Wellstone. Air Force One arrives at the Minneapolis St. Paul International Airport reserve station in Minnesota. The President disembarks. Present are Senator Wellstone, Mayor Giuliani, and Mayor Ed Rendell, among others. President William Jefferson Clinton addresses the National Association of Police Organizations (NAPO) at the Marriott City Center in Minneapolis, Minnesota. Present includes Mayor Sharon Sayles Belton, Thom Scott, Mayor Ed Rendell, Mayor Rudolph Giuliani, and Senator Paul David Wellstone, among others. Also photographed is the President greeting police officers and their families. Prior to the event the President confers with Bruce Reed, Marica Hale, and Bruce Lindsey. Later following the event the President proceeds to the Minneapolis St. Paul International Airport reserve station for departure. The President confers with the trip delegation and staff present aboard Air Force One, including Wendy Smith, Mayor Rendell, and Mark Gearan. The President disembarks Air Force One at Andrews Air Force Base and enters Marine One, en route the South Lawn landing zone at the White House. First Lady Hillary Rodham Clinton and Vice President Albert Gore, Jr., participate in the swearing in ceremony for Stephen Breyer as associate supreme court justice. The oath is administered by associate justice Antonin Scalia. Following the taping the First Lady greets the television crew. Later, the First Lady and Cheslea Clinton prepare to depart the White House and join with President William Jefferson Clinton en route Camp David. Photographs from August 14, 1994 are as follows: President William Jefferson Clinton, First Lady Hillary Rodham Clinton, and Chelsea Clinton disembark Marine One at Andrews Air Force Base. Also present is Major Darren McDew & Alexis Herman. The Clintons are en route Temple Hills, Maryland for church service. President William Jefferson Clinton and First Lady Hillary Rodham Clinton meet with the leadership of the Catholic Health Association in the Roosevelt Room of the White House. Present includes Melanne Verveer, Alexis Herman, and Marilyn Yager, among others. President William Jefferson Clinton signs the Social Security Independent Agency Act in a ceremony in the Rose Garden of the White House. The act separates the Social Security Administration from the Department of Health & Human Services. Present at the signing includes First Lady Hillary Rodham Clinton, Secretary of Health & Human Services Donna Shalala, Senator Daniel Patrick Moynihan, Representative Andrew Jacobs, Jr., William Cohen, Mark Hatfield, Robert Packwood, George Mitchell, Paul Sarbanes, Donald Riegel, Robert Dole, Carl Levin, John Breaux, Howard Metzenbaum, Tom Foley, Leon Panetta, George Stephanopoulos, Pat Griffin, Lloyd Cutler, and Paul Richard. The President utilizes an inkwell formerly used by President Franklin D. Roosevelt to sign the act. The President also hands out “signer” pens to participants on-stage following the signing. President William Jefferson Clinton addresses a Crime Bill highlights event in the Rose Garden of the White House. Present include Marc Klaas, Steven Sposato, Janice Payne, and Dewey Stokes, among others.

Records that were responsive to this FOIA request were found in one collection area and one series— Clinton Presidential Records: Photographs of the White House Photograph Office and the series therein—Photographs Relating to the Clinton Administration. Processing is done at the Folder/Contact sheet level. While this method maintains folder/contact sheet integrity, it frequently results in the processing of photographs that are not wholly responsive to the subject area.
