FOIA 2016-0984-F (Segment 109) is a request for all Clinton Administration White House photographs taken from January 1, 1994 through December 31, 1994. The photographs processed in this segment were created on November 11, 1994 through November 14, 1994. The segment contains photographs pertaining to arrivals, departures, meetings, ceremonies, press briefings, interviews, photo-ops, etc., involving President William Jefferson Clinton, First Lady Hillary Rodham Clinton, White House Staff, and others for the time period processed. Of particular focus is a trip to the Philippines and Indonesia. Photographs from November 11, 1994 are as follows: President William Jefferson Clinton is photographed aboard Air Force One departing Anchorage, Alaska en route Manila, Philippines. Photographs from November 12, 1994 are as follows: President William Jefferson Clinton & First Lady Hillary Rodham Clinton participate in an arrival ceremony at Malacañang Palace [Palasyo ng Malakanyáñg] in Manila, Philippines. The President and First Lady attend a wreath laying ceremony at Rizal Monument. Photographs from November 13, 1994 are as follows: President William Jefferson Clinton & First Lady Hillary Rodham Clinton arrive at the Malacañang Palace [Palasyo ng Malakanyáñg] in Manila, Philippines. The President & First Lady tour rooms in the palace. Present are President Fidel Ramos and Amelita “Ming” Jara Martinez-Ramos, and former President of the Philippines Corazon “Cory” Aquino. The President & First Lady proceed to a luncheon, where the President plays saxophone with the band providing entertainment. The First Lady proceeds to a luncheon for APEC (Asia-Pacific Economic Cooperation) Summit spouses at the National Palace. The First Lady participates in a group photograph opportunity. Later the First Lady proceeds to a summit for APEC Summit spouses at Barbara Harvey’s residence in Jakarta, Indonesia.

Records that were responsive to this FOIA request were found in one collection area and one series— Clinton Presidential Records: Photographs of the White House Photograph Office and the series therein—Photographs Relating to the Clinton Administration. Processing is done at the Folder/Contact sheet level. While this method maintains folder/contact sheet integrity, it frequently results in the processing of photographs that are not wholly responsive to the subject area.
