Scope and Content Note FOIA 2016-0984-F (Segment 87) is a request for all Clinton Administration White House photographs taken from January 1, 1994 through December 31, 1994. The photographs processed in this segment were created on September 18, 1994 through September 21, 1994. The segment contains photographs pertaining to arrivals, departures, meetings, ceremonies, press briefings, interviews, photo-ops, etc., involving President William Jefferson Clinton, First Lady Hillary Rodham Clinton, White House Staff, and others for the time period processed. Of particular focus is meetings regarding Haiti and announcing the special envoys to Haiti. Select material responsive to this segment was previously processed in FOIA case number 2023-0675-F. Photographs from September 18, 1994 are as follows: President William Jefferson Clinton meets with senior staff in the Oval Office and Outer Oval Office of the White House regarding the situation in Haiti. Photographs from September 19, 1994 are as follows: President William Jefferson Clinton attends a working breakfast in the State Dining Room of the White House to discuss the situation in Haiti. Present includes Vice President Albert Gore, Jr., former President Jimmy Carter, General Colin Powell, Secretary of State Warren Christopher, Senator Sam Nunn, Secretary of Defense William Perry, Madeleine Albright, General John Shalikashvili, Senator George Mitchell, Senator Robert Byrd, Thomas “Mack” McLarty, Senator Joseph Kennedy, Representative Thomas Foley, Leon Panetta, Senator Ron Dellums, Lloyd Cutler, and Senator Carol Moseley-Braun, among others. Prior to the meeting the President is briefed in the Treaty Room in the White House Residence. President William Jefferson Clinton holds a press conference in the East Room of the White House regarding the situation in Haiti. The President announces a special envoy to Haiti, which includes former President Jimmy Carter, General Colin Powell, and Senator Sam Nunn. Following the press conference the President walks back to the Oval Office with Vice President Albert Gore, Jr., and Leon Panetta. First Lady Hillary Rodham Clinton addresses the Nina Hyde “Fashion Targets Breast Cancer” event in the East Room of the White House. Following the event the First Lady greets guests in the Blue Room.
