FOIA 2016-0984-F (Segment 84) is a request for all Clinton Administration White House photographs taken from January 1, 1994 through December 31, 1994. The photographs processed in this segment were created on September 8, 1994 through September 12, 1994. The segment contains photographs pertaining to arrivals, departures, meetings, ceremonies, press briefings, interviews, photo-ops, etc., involving President William Jefferson Clinton, First Lady Hillary Rodham Clinton, White House Staff, and others for the time period processed. Photographs responsive to this segment were previously processed in FOIA case numbers 2020-0315-F & 2023-0675-F. Photographs from September 8, 1994 are as follows: President William Jefferson Clinton jogs on the Mall in Washington, DC. President William Jefferson Clinton addresses the All-American Cities award ceremony in the Rose Garden of the White House. Following the event the President walks along the Colonnade with Loretta Avent towards the Oval Office. President William Jefferson Clinton speaks on the telephone in the Oval Office of the White House to Prime Minister Yitzhak Rabin of Israel and President Carlos Menem of Argentina regarding Haiti. President William Jefferson Clinton departs Andrews Air Force Base en route San Francisco, California. First Lady Hillary Rodham Clinton arrives at San Francisco International Airport. Present is Mayor Frank Jordan and Wendy Paskin-Jordan. First Lady Hillary Rodham Clinton greets candidate for Governor Kathleen Brown in San Francisco, California. President William Jefferson Clinton meets with members of AmeriCorps in the Oval office of the White House. Present includes Eli Segal and Diana Aldridge. The President also meets alone with former Governor Tom Kean. The President and Governor Kean look at the President’s campaign button collection. (Please note: This event depicts the aftermath of a fatality. Discretion is advised.) Photographs of the aftermath of the plane crash of Frank Eugene Corder at the White House. The previous day on September 11, 1994, Corder stole a plane and took off from Harford County Airport in Churchville, Maryland. Corder flew the plane to the White House where he crashed onto the South Lawn and skidded into the White House. Photographed includes Leon Panetta, Secretary of Transportation Federico Pena, George Stephanopoulos, Mark Gearan, Al Madon, Phil Lader, and David Carpenter, among others. Also photographed are uniformed Secret Service officers canvasing the grounds and debris & wreckage being removed from the property.

Processing is done at the Folder/Contact sheet level. While this method maintains folder/contact sheet integrity, it frequently results in the processing of photographs that are not wholly responsive to the subject area.
