This collection contains correspondence, personnel forms, publications, memos, articles, and press materials concerning procedures and policies during the transition of the Bush Presidency at the end of the Clinton Administration. The collection includes information on the Memorandum of Understanding between the incoming and outgoing administration, retiring records to the National Archives, the General Services Administration support of the transition, and codes of conduct for new appointees and exiting Clinton staff.

The materials in FOIA 2006-0588-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-0588-F contains materials from several agencies and individuals, including the Chief of Staff, Counsel’s Office, National Economic Council, Management and Administration, Presidential Personnel and the National Security Council. To facilitate an orderly Presidential transition, President Clinton signed the ―Presidential Transition Act of 2000‖ on October 12, 2000 and issued Executive Order 13176 ―Facilitation of a Presidential Transition‖ that established the Presidential Transition Coordinating Council on November 27, 2000. Guided by these two principles, the Clinton Administration Staff and the Bush Transition Staff worked to create a smooth transition. The White House Office of Records Management (WHORM) Subject Files contain no relevant records. The WHORM Alpha Files contain no relevant records. The White House Staff and Office Files contain correspondence, personnel forms, publications, memoranda, articles, and press material maintained by individual staff members. The files of Beth Nolan and Emily Karcher consist of transition procedures, information about Executive Order 13176, the Presidential Transition Coordinating Council, and codes of conduct for new appointees and exiting Clinton staff. John Podesta and Maria Echaveste’s files contain correspondence and Memorandum of Understanding between the Clinton Administration and Bush Transition team. The files of Cara Walsh contain general personnel forms, publications, and examples of stationary for the new administration. The Automated Records Management System (ARMS) Emails contain no relevant records. The NSC Cable, Email, and Records Management Systems contain no relevant records.

Records that were responsive to this FOIA request were found in one collection area—Clinton Presidential Records: White House Staff and Office Files. As policy, Staff and Office Files are processed at the folder level. That is, individual documents are not selected and removed from a folder for processing.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Freedom of Information Act (FOIA) (5 USC 552 as amended) and the Presidential Records Act (PRA) (44 USC 22) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
