FOIA request 2006-0946-F contains material regarding the termination and dismissal of seven White House Travel Office staff: Billy Ray Dale, Gary Wright, John Dreylinger, Ralph Maughan, John McSweeney, Barnaby Brasseux, and Robert Van Eimeren. This termination and dismissal occurred on May 19, 1993 after an outside accounting firm’s review suggested evidence of mismanagement in the White House Travel Office. However, the White House’s actions were heavily criticized in the media, and several subsequent investigations occurred. This first major ethics controversy of the Clinton Administration came to be called “Travelgate.” The White House Office of Records Management (WHORM) Alpha Files contains correspondence from Chairman Clinger of the Committee on Government Reform and Oversight to President Clinton requesting documents pertaining to the Travel Office. The White House Office of Records Management (WHORM) Subject Files contain an inventory resulting from the FBI’s investigation of the Travel Office in 1993, correspondence from congressional members concerning the financial situations of “fired” Travel Office employees, the White House Office of Record Management’s authorization of transfer of Travel Office files to the FBI in 1994, correspondence regarding the audit of the Travel Office in the context of the National Performance Review, memoranda regarding Representative Clinger’s investigation into the Travel Office in 1996, memoranda regarding the Independent Counsel’s investigation into the Travel Office, and press clippings. The White House Office of Records Management (WHORM) Staff and Office Files contain correspondence from Congress and legal representatives relating to the dismissal of the seven Travel Office employees, memoranda between White House staffers, reports from the General Accounting Office (GAO) audit, the audit reports from Peat Marwick and Tichenor & Associates from 1993 and 1994, the FBI’s investigation of the Travel Office, and White House Travel Office published reports, legal depositions taken from White House staff including Catherine Cornelius, Maggie Williams, Rahm Emanuel, Harold Ickes and Mark Gearan, travel agendas from the GHW Bush and Clinton administration presidential trips, Travel Office financial records, presidential schedules, the First Lady’s appointment calendars, travel lists relating to White House press that accompanied the president on official trips, e-mails, and press clippings. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Alpha file was compiled by the White House Office of Records Management from 1993 – 1996 and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM, WHORM Counsel, WHORM (CL), WHORM (OP), WHORM (Too Late); WHORM (Various Offices); and WHORM (Alpha Project) series. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. In the Staff and Office files of Sally Paxton there were several 3½“ diskettes containing various records. The materials from these diskettes have been processed electronically and are available for research in an electronic format. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is individual documents are not selected and removed from a folder for processing.
