This collection contains email records concerning the White House website www.whitehouse. gov "Welcome to the White House," the first White House website. This collection primarily consists of email correspondence concerning the redesign of the White House internet infrastructure and specifically the redesign of the White House website.

The materials in FOIA 2020-0470-F (Segment 1) are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. This collection contains email records concerning the White House website, www.whitehouse.gov “Welcome to the White House.” The first White House website was launched to great fanfare on October 20, 1994. Using Mosaic software, visitors to the site could locate it on the World Wide Web. According to the Office of Communication, the White House website served three basic functions: “providing internet users with information about the Clinton Administration; providing information about the presidency as an institution and the White House as the home of the President; and linking users to other government websites.” This collection primarily consists of email correspondence concerning the redesign of the White House internet infrastructure and specifically the redesign of the White House website. This collection consists of email to and from Office of Administration White House Information System and Technology computer specialists, Jack Fox, Mark Bartholomew, and Leeland Scott Jr., Fox, Bartholomew, Scott, and Office of Communication web manager, Joseph Fanaroff were members of a White House web team that addressed website change requests and were all included in correspondence concerning the next generation of the White House Website. The web development team added publications to the White House web page and made updates to content on the White House website. Fanaroff proposed the importance of redesigning the White House website in a November 1998 memo to the Director and Deputy Director of Communications, Ann Lewis and Stacie Spector. This collection contains Fanaroff’s memo along with other emailed correspondence concerning the site’s redesign. Electronic records responsive to this request consists primarily of emailed correspondence and attached memorandum between Information Systems and Technology staff and White House Communications staff concerning the Executive Office of the President (EOP) Internet, Extranet, and Internet Strategic Plan. This collection also contains information concerning changes made to the White House web pages and several versions of the White House Authoring Guide. The White House Authoring Guide provided instructions for standardization of content added to the White House website. This collection also contains correspondence between the White House and the representatives of the company CTGI concerning the Next Generation White House website.

Electronic Records

Records that are responsive to this FOIA request were found in these collection areas— Clinton Presidential Records: (SAS) Automated Records Management System [Email]. The Executive Office of the President (EOP) subsystem of the Electronic Records Archive (ERA) contains electronic records created or received by Clinton Administration officials. These records are stored in Search and Access Sets (SAS) that represent their originating computer program. Search strings are used to locate records responsive to FOIA requests, and responsive assets are placed into Search Results Lists (SRLs). Depending on the complexity of the search, there may be multiple SRLs within each SAS. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
