FOIA request 2006-0320-F (seg 2) contains material pertaining to the investigation of Whitewater Development Corporation and Madison Guaranty Savings and Loan by various entities during the Clinton Administration. This segment is devoted to responsive records from White House Counsel’s Office. The files reflect the Counsel Office’s reaction to and preparation for multiple rounds of hearings of the House and the Senate as well as two Independent Counsel (Robert Fiske and Kenneth Starr) investigations in an ever-widening circle of interest. The records also include material from the probe requested by Secretary Lloyd Bentsen and overseen by the Office of Government Ethics into the White House/Treasury contacts regarding the initial criminal referrals sent down in 1993. Most of the files responsive to this request come from general Counsel Office CF boxes. There is also material from designated boxes of Doug Band, Lloyd Cutler, Neil Eggleston, Emily Karcher, Bruce Lindsey, Miriam Nemetz, Beth Nolan, and Jane Sherburne. In addition, material was found in boxes assigned to Mark Gearan from Communications and Michael Waldman from Speechwriting. Both were detailed to the Counsel’s Office to assist with the work generated by these investigations. John Podesta from the Chief of Staff’s Office also produced a responsive file in a box located in the Counsel Office’s CF collection.
