The formal diplomatic relationship between the United States and Armenia began following the latter’s independence from the Soviet Union in 1992. Since that time, the United States has been committed to supporting Armenia’s democratic institutions and economic growth. The U.S. has also been involved in attempts to mediate an end to the territorial conflict between Armenia and Azerbaijan over the Nagorno-Karabakh region. The collection contains correspondence from members of Congress, private citizens, and nongovernmental institutions. These records primarily concern aid to Armenia and the Nagorno-Karabakh conflict, particularly issues surrounding Azerbaijan’s fuel blockade. Other correspondence discusses Armenian Remembrance Day and urges the President to label the Ottoman Empire’s actions in the region as a genocide – something that was not officially done by the White House until 2021. In addition, there are some materials regarding Presidential meetings with officials of the Armenian Apostolic Orthodox Church, as well as meetings with Armenian Presidents Levon Ter-Petrosyan and Robert Kocharyan. Some of the records in this collection were previously processed for the following Freedom of Information Act (FOIA) cases: 2006-1363-F Segment 3 Senator Jesse Helms 2008-1238-F Senator Edward M. “Ted” Kennedy.
