William Cohen was Secretary of Defense from 1997-2001, having previously served in the United States House of Representatives and Senate from 1973-1997. Lotus Notes is a database that contains files created in the Lotus Notes system. The Lotus Notes system was used as an email management system during the Clinton Administration. This database contains drafts of email, mailing lists, attachments, and other items likely intended for email. Access Collection is open to all researchers. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
