This collection consists of correspondence, press releases and reports, speeches, trip planning information, daily schedules, and public remarks concerning the Winfield House, the U.S. Ambassador’s residence in London. During his presidency, President Clinton visited the residence three times: November 1995 and May 1997 and 1998.

The materials in 2006-1854-S are a selective, not necessarily all inclusive, body of documents responsive to the topic of the request. Researchers should consult the archivist about related materials. Since 1955, the Winfield House has been the official residence of the United States Ambassador to the Court of St. James. During his presidency, President Clinton visited the residence three times: November 1995 and May 1997 and 1998. 2006-1854-S contains materials from several White House staff offices and individuals, the majority being the National Security Council (NSC) Press Office directorate, from 1995-1997. The White House Office of Records Management (WHORM) Subject Category for presidential photos granted contains a letter from President Clinton to then Ambassador William Crowe, thanking Crowe for his hospitality during the President’s visit to the Winfield House. The White House Staff and Office Files contain press releases, press pool reports, speeches, trip logistical and planning information, and daily schedules maintained by individual staff members. The files from the Presidential Diarist consist of the President’s daily schedules and public remarks. The diary files also contain press pool reports summarizing the various locations or venues visited by the President. The NSC files of P.J. Crowley contain the largest amount of textual material related to the Winfield House. These files contain briefing books for the President’s trips overseas. These briefing books include the President’s daily schedule, reports on individuals and places that the President will visit, and copies of press briefings by the President, the National Security Advisor, the Press Secretary, and the open press sessions between the President and various international leaders. The NSC Records Management files contain additional briefing books from the 1995 overseas trip. The NSC Cable, Email, and Records Management Systems contain additional information about the Winfield House and President Clinton’s visits. NSC Cable System contains a report on the renovation progress of the House. The NSC Email System includes a memo from Anthony Lake to the President about his upcoming trip to the United Kingdom and Ireland in 1995 and remarks by the President at the Winfield House in November 1995.

Records responsive to this request were found in three collection areas—Clinton Presidential Records: WHORM Subject Files, Clinton Presidential Records: White House Staff and Office Files, and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. As policy, Staff and Office Files are processed at the folder level. That is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. WHORM Subject files are processed at the document level. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. A complete listing of the categories with detailed descriptions is provided in our research room. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
