This collection consists entirely of records that were copied and arranged from the White House Worker and Visitor Entry System (WAVES). The United States Secret Service maintained the WAVES database to monitor entry and access to White House offices. Responsive records were isolated and selected from the WAVES database and then copied to Microsoft EXCEL sheets.

Records that were responsive to this FOIA request were found in these collection areas---Clinton Presidential Records: Worker and Visitor Entry System (WAVES). The United States Secret Service Presidential Protection Division maintained databases to monitor entry and access to White House offices. The WAVES database was used to manage appointments for entry to White House offices. Visitors may have been granted/issued temporary id badges to monitor their movement around White House offices. The Secret Service Presidential Protection Division divided access into these types: Access Lists (AL), Visitor Appointments (VA), Press Entries (PE), Work Orders (WO) Records produced for this FOIA may contain data entry errors. Data entry errors occurred as a result of human error (ex. spelling, grammar, etc.) when entering data into the WAVES system. The EXCEL spreadsheet containing responsive records are organized by the data entry field from which the information was copied. These fields are described below: Visitor Last Name: Last name of the White House visitor Visitor First Name: First name of the White House visitor Visitor Middle Name: Middle name or initial of the White House visitor Visitor Access: Type of access to the White House complex Visitor Appointment Time: Time for which the appointment was scheduled Visitor Appointment Date: Date for which the appointment was scheduled Authority Last Name: Last name of the individual that requested the meeting Authority Last Name: First name of the individual that requested the meeting Meeting Time: Time of the scheduled meeting Meeting Location: Building in which the meeting was scheduled Meeting Room: Room in which the meeting was scheduled Caller First Name: First name of the individual that submitted the WAVES request Caller Last Name: Last name of the individual that submitted the WAVES request TOA: Time of Arrival TOD: Time of Departure Badge Date: Date that the badge was issued for entry No data was found for Visitor Appointment Date, Authority First Name, Meeting Time, Meeting Location, Caller First Name, Meeting Date, Location, and TOD for 1993-1995. It is possible that these fields were not required and therefore were not entered into the WAVES database. The WAVES database contains visitors’ dates of birth and social security identification numbers. An individual’s date of birth and social security identification number is considered personally identifiable information (PII) and are protected from disclosure under the Freedom of Information Act. Because dates of birth and social security identification numbers are not disclosed under FOIA, they were not copied to the EXCEL spreadsheet in response to this FOIA request.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
