This collection consists of records concerning WORLDNET, a television service which is one of the elements making up the International Broadcasting Bureau (IBB). WORLDNET offers a variety of programming dealing with American life and United States foreign and domestic policies. Voice of America (VOA) shares production credits with WORLDNET. The files contain email, articles, statements, charts, cables, and reports related to WORLDNET programming.

The materials in 2006-0205-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-0205-F contains records dealing with WORLDNET, a television service which is one of the elements making up the International Broadcasting Bureau (IBB). WORLDNET originated in 1983 and offers a variety of programming dealing with American life and United States foreign and domestic policies. Included in this impressive lineup are interactive conferences, phone-in talk shows, news reports, and feature magazines. Voice of America (VOA) shares production credits with WORLDNET for many of these programs that literally blanket the globe through regional satellites, cable systems, broadcast stations, and direct-to-home satellite receivers. The White House Office of Records Management (WHORM) Alpha Files contain no records of relevance. The WHORM Subject Files contain one relevant record. In this record Joseph Duffey, Director of the USIA, requests that President Clinton do an interview with a WORLDNET producer to be included in a series of documentaries examining the American and Allied presence in Berlin. The television service would be involved in putting the pieces together to mark the withdrawal of American troops from the city after a period of 47 years. The White House Staff and Office Files contain background material for WORLDNET programs associated with the Lyon Summit (June 27-29, 1996) and Japan’s economy (June 14, 1993). Taking the form of articles, statements, charts, cables, and reports, these documents were intended to help NEC and NSC staffers prepare for their appearances on WORLDNET shows. The NSC Cable, Email, and Records Management Systems contain the bulk of the material providing insight into the breadth of WORLDNET’s programming. Many of the cables and emails describe in detail the interactive conferences and related activities held at American embassies in celebration of Earth Day (April 22). Additional topics covered in similar programs include intellectual property rights, drug prevention and the media, and democratization in Central America. Finally, a number of the cables deal with the placement of WORLDNET-related material in the local press.

Records that were responsive to this FOIA request were found in four collection areas—Clinton Presidential Records: WHORM Subject Files, Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: White House Staff and Office Files – CF, and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. As policy, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. WHORM Subject and WHORM Alpha files are processed at the document level. The WHORM Subject File was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 22) and the Freedom of Information Act (FOIA) (5 USC 552 as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
