FOIA request 2006-0501-F contains materials relating to remarks by the President at 200th Birthday Celebration of Youngstown, Ohio on July 4, 1996. The speech, which occurred during the President’s 1996 re-election campaign, highlighted economic issues of special interest to the people of Youngstown, particularly a recent federal grant for development of a cargo hub at the local airport. The remarks also summarized the Clinton Administration’s domestic priorities. In addition, the President mentioned numerous current events. These include the Russian election, the bombing of Khobar Towers in Saudi Arabia, and a fatal fireworks accident in Southern Ohio. The White House Office of Records Management (WHORM) Alpha Files contained no relevant records. The WHORM Subject Files contained one responsive document. WHORM Subject File SP contains two drafts, dated July 3rd and July 4th, of President Clinton’s remarks in Youngstown, OH. The White House Staff and Office Files contain correspondence, memoranda, publications, research materials, schedules and speeches maintained by individual offices and staff members. In the Executive Office of the President, the Extra Copies of Briefing Papers contain one responsive file. This is a a copy of the President’s briefing book for July 4, 1996. It consists of schedules, memoranda, talking points, research materials, and for all of the President’s activities on that day. These include the speech in Youngstown OH, as well as other Independence Day activities. The Automated Records Management System (ARMS) Emails contained two documents pertaining to the President’s July 4, 1996 speech in Youngstown, OH. One is an email suggesting content for the speech. The other is an official transcript of President Clinton’s remarks.

Records that are responsive to this FOIA request were found in three collection areas—Clinton Presidential Records: WHORM Subject Files, Clinton Presidential Records: WHORM Staff and Office Files, and Clinton Presidential Records: Automated Records Managament System (ARMS) Emails. As policy, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. WHORM Subject and WHORM Alpha files are processed at the document level. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. A complete listing of the categories with detailed descriptions is provided in our research room. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential Records email. The ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date.

Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 522 as amended) and therefore records may be restricted in whole or part in accordance with legal exemptions.

Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA).
