Finding Aids

Finding aids describe archival collections to help users navigate their contents and identify material relevant to their research. Finding aids provide a summary of a collection, the system of arrangement of the responsive material, a container list of responsive files, and a link to the related digitized records (if available).

Researchers may use the "Search Box" below to search by keyword or collection number (ex. 2016-0738-F). Researchers may narrow their search results by filtering by finding aid type, record type, or tag. Researchers may also select for "Digitized Content" to view only collections that have been digitized.

Finding Aid Types

Finding aid types include Freedom of Information Act Collections, Systematically Processed Collections, and Mandatory Declassification Review Collections.

Freedom of Information Act Collections provide a summary of a collection requested under the Freedom of Information Act, biographic information concerning the collection, the system of arrangement of the responsive material, a container list of responsive files, and a link to the related digitized records (if available).

Systematically Processed Collections provide a summary of a collection processed systematically, biographic information concerning the collection, the system of arrangement of the responsive material, a container list of files, and a link to the related digitized records (if available).

Mandatory Declassification Review Collections provide a summary of a collection released via a Mandatory Declassification Review, and an Adobe Acrobat file (.pdf) of the declassified records.

Collection Description Tags

A Tag is a descriptive term attached to a finding aid to establish relationships between collection descriptions. Multiple tags can be used to describe collections.

AIDS (Disease)Finding aid descriptions of collections having to do with the Acquired Immunodeficiency Syndrome (AIDS) and/or the treatment of HIV infections. Finding aids also describe policy concerning individuals, groups, or countries seeking treatment or subsidies for AIDs and HIV.

Back channel diplomacy, also called Track II diplomacy, is a term used to describe informal or unofficial communication related to conflict resolution between countries, outside of official inter-government diplomacy and negotiation. This collection contains an NSC email containing drafts and reference materials for President Clinton’s public remarks during his trip to Northern Ireland and the Republic of Ireland in September 1998.

In 1996, The Onion began publishing its satire on the internet. The emails in the FOIA case contains satirical articles from The Onion that were forwarded to or from White House email accounts and are concerning President Clinton.

This collection contains records concerning the North American Free Trade Agreement that were processed in commemoration of the agreement’s 30th anniversary. Originally negotiated during the Reagan and George H.W. Bush administrations, the task of seeking the agreement’s ratification in Congress fell to newly elected President Clinton in 1993. The files contain briefing materials and memos regarding NAFTA and the ratification process.

This collection consists of memoranda, emails, cables, notes, and forms related to Joe Cahill’s (and others) application process to obtain a visa to enter the United States. These records are primarily related to the visa application and waiver process. Joe Cahill was one of the founders of the Provisional Irish Republican Army (PIRA). Cahill had a criminal record, convicted in British courts, and was once deported from the United States for entering illegally. As part of the Clinton administration efforts toward peace in Northern Ireland the administration considered visa waivers for a number of IRA and Loyalist supporters with criminal records. It was part of a good faith effort to encourage IRA and Loyalists to the negotiating table. Cahill first received a visa waiver in 1994 and then was able to make several follow-on trips to the United States, primarily to attend the annual conference of the Irish Northern Aid Committee (NORAID).
