Records also include materials concerning resolutions of the CNMI legislature, US disaster relief following typhoons, and invitations to the CNMI regarding events such as the 50th Anniversary Commemorative Events for World War II. This collection consists of correspondence, memoranda, news clippings, and reports. Scope and Content Note The materials in FOIA 2006-0194-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA request 2006-0194 consists of correspondence, memoranda, news clippings, and reports related to the Commonwealth of the Northern Mariana Islands (or CNMI). The responsive records cover many topics related to the Northern Marianas, including but not limited to economic development, tourism, political status, reform, garment factories, immigration and legislation. The Commonwealth of the Northern Mariana Islands is located just north of Guam. It consists of a three-hundred mile archipelago, consisting of 14 islands, with a total land area of 183.5 square miles. The principal islands are Saipan, Rota and Tinian. CNMI was first settled approximately 3500 years ago. Spain took possession of the islands in 1565. In 1899, Spain sold the Islands to Germany and Japan seized the islands in 1914. The League of Nations issued a mandate in 1920 giving control of the Islands to Japan. Japanese control of the area lasted until 1945, when the Emperor of Japan surrendered to the Allied Forces. A U.S. military government was instituted in the Northern Mariana Islands. In 1947, the Northern Mariana Islands became part of the post- World War II United Nations Trust Territory of the Pacific Islands (TTPI). The United States was the administering authority for the TTPI. In 1976, Congress approved the mutually negotiated Covenant to Establish a Commonwealth of the Northern Mariana Islands (CNMI) in political union with the United States. The CNMI adopted its own constitution in 1977. The Covenant was fully implemented in 1986, pursuant to Presidential Proclamation no. 5564, which conferred United States citizenship on legally qualified CNMI residents. The Clinton Administration supported the implementation of the United States tax code in CNMI. The Administration also supported legislation introducing immigration and minimum wage laws in the Northern Mariana Islands. In 1998, the Clinton Administration proposed a tariff on textile and apparel products produced in the CNMI by workers other than U.S. citizens. One of the major issues of concern during the Clinton Administration was the treatment of foreign workers in the garment industry in Saipan. In 2007, the CNMI came under Federal minimum wage regulations. In 2008, the CNMI came under Federal immigration law. In 2009, Homeland Security took over the CNMI’s immigration and border controls. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Alpha file was compiled by the White House Office of Records Management from 1993-1996 and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM, WHORM Counsel, WHORM (CL), WHORM (OP), WHORM (Too Late); WHORM (Various Offices); and WHORM (Alpha Project) series. Staff and Office were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the executive office of the President. This system maintained unclassified Presidential email. The ARMS dataset is comprised of 6 sub-series of email records called "Buckets". The buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date. Access Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 USC 2201) and the Freedom of Information Act (FOIA) (5 USC 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
