A huge portion of the collection is centered around the final withdrawal of Russian troops from the newly independent Estonia (the last remaining contingent of Russian troops left in August 1994) and Hillary Clinton’s visit to the country (which occurred in the summer of 1996). The records in this collection include ratified treaties, memoranda, schedules, diagrams, reports, press releases, lists, newspaper articles, and notes. Scope and Content Note The materials in FOIA 2011-1036-F are a selective body of documents responsive to the topic of the FOIA. Researchers should also see FOIA 2007-1804-F related to Estonian President Lennart Meri. Researchers should consult the archivist about additional related materials. Freedom of Information Act request 2011-1036-F contains records dealing with Estonia and the Clinton administration for the period 1993-2001. Estonia formally achieved its independence from Russia on August 20, 1991. After difficult and lengthy negotiations and many declarations of intent to leave, Russia finally pulled out the last of its troops on August 31, 1994. The remainder of the Clinton years witnessed Estonia trying to improve commercial ties with the United States and attempting to gain membership in the World Trade Organization (WTO), NATO, and the European Union (EU). Estonia became a member of the WTO in 1999 followed by NATO and the EU in 2004. The White House Office of Records Management (WHORM) Subject Files contain quite a number of documents focusing on Estonia and its interaction with the United States in the course of Bill Clinton’s presidency. There is correspondence, memoranda, reports, press releases, papers, newspaper articles, and notes concerning all matter of topics. Various Baltic groups (such as the Joint Baltic American National Committee) wrote to the President imploring him to use every means at his disposal to get the Russians to honor promises they made to end their military presence in Estonia, Lithuania, and Latvia. Senators discussed Paldiski, a base in Estonia used for nuclear reactor training, after the last occupying troops left in the summer of 1994. Commercial fishing agreements, bilateral investment and taxation treaties, and mutual assistance legal conventions on criminal issues with Estonia passed through Congress with no opposition. Other activities documented include the President accepting resignations as American ambassador to Estonia and nominations for the same position meeting with presidential approval. The White House Office of Records Management (WHORM) Subject Files CF contain correspondence, cables, memoranda, and reports pertaining primarily to the withdrawal of Russian troops from the Baltic states. Presidential determinations certify that the Russian military presence has been considerably lessened; no opposition from Congress was expected to such a finding. Consequently, all Cold War-era prohibitions and restrictions against arms sales could be lifted and American military assistance to Estonia, Lithuania, and Latvia could flow freely once more. Unclassified NSC Records Management System Files contain memoranda, messages, correspondence, and schedules describing the interplay between the U.S. and Estonia for the greater part of the 1990s. On the occasion of the opening of U.S. Information Centers in Estonia, Lithuania, and Latvia in April 1993, President Clinton sent messages celebrating this turn of events. The President of Estonia, Lennart Meri, responded to a letter of congratulations from President Clinton on the Jubilee Date of his country. The White House Staff and Office Files contain schedules, correspondence, memoranda, maps, diagrams, notes, cables, drafts, publications, and fact sheets regarding Estonia and its relationship with the United States during Clinton’s two terms as President. For instance, in the Advance Office there can be found a First Lady’s Trip Book and other supporting material outlining a journey Hillary Rodham Clinton took to Estonia and neighboring countries in July 1996. In the course of a short visit she gave several speeches, visited a women’s clinic in Tallinn (the nation’s capital), and held a roundtable discussion with NGO (non-governmental organizations) addressing the themes of tolerance, economic opportunity, and democracy. Detailing the same trip to Estonia, the records of the First Lady’s Office have information about the country. Pamphlets discuss things to do in Tallinn, the security situation in the city is examined, what foods are safe to eat receives consideration, and whether or not the water needs to be boiled before drinking. Everything about Estonia—its geography, its record on human rights, its system of education, how women are treated, and numerous other similar issues are included in the papers of the First Lady. Speechwriting Files also deal largely with Hillary Clinton’s trip to Estonia in 1996. Drafts of the speeches given in Estonia along with accompanying handwritten notes highlight this section of the collection. She delivered four addresses while visiting the nation—arrival statement, departure statement, statement at the National Library, and statement at the NGO conference. All of these speeches go through various stages of revision. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Alpha file was compiled by the White House Office of Records Management from 1993 – 1996 and is a series of documents arranged by name of persons, organizations, or events. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there are WHORM, WHORM Counsel, WHORM (CL), WHORM (OP), WHORM (Too Late); WHORM (Various Offices); and WHORM (Alpha Project) series. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
