This collection consists of records related to Executive Order [EO] 12968, Access to Classified Information, which was signed by President Clinton on August 2, 1995 and EO 13087, Further Amendment to EO 11478 Equal Employment Opportunity in the Federal Government, which was signed by President Clinton on May 28, 1998. The collection contains drafts and copies of the executive orders, draft statements, memos, meeting notes, briefings, correspondence, notes, guides, and email. The correspondence and memos discuss the EOs and advise the President to sign the EOs. The email consists of correspondence concerning both EOs and EO 12968, including drafts of Presidential correspondence expressing President Clinton’s dedication to ending discrimination.

Executive Order [EO] 12968 Access to Classified Information was signed by President Clinton on August 2, 1995. The EO establishes a uniform federal personnel security program for employees who will be considered for initial or continued access to classified information. It details standards for disclosure, eligibility requirements and levels of access as well as administrative procedures for granting or denying access and for appealing such determinations. EO 13087 Further Amendment to Executive Order 11478, Equal Employment Opportunity in the Federal Government was signed by President Clinton on May 28, 1998. EO 11478 was signed by President Richard Nixon nearly 30 years earlier on August 8, 1969. It prohibits discrimination because of “race, color, religion, sex, national origin, handicap, and age”. EO 13087 added policy which prohibits sexual orientation discrimination in most federal civilian employment. The records consist of draft copies and copies of the executive orders, draft statements, memos, correspondence, notes and guides/brochures. The correspondence and memos discuss the EO’s and advise the President to sign the EO’s. The guides/brochures are: “Addressing Sexual Orientation Discrimination in Federal Civilian Employment A guide to Employees’ Rights”; “Your Rights as a Federal Employee enforced by U.S. Office of Special Counsel” and “The Role of the U.S. Office of Special Counsel.” National Security Council records consist of meeting notes, briefings and emails for the Security Policy board that was charged with drafting and implementing Executive Order 12968 in 1994. Records from the Automated Records Management System consists of email correspondence concerning Executive Order [EO] 12968 and Executive Order [EO] 13087. Email concerning EO 12968 consists of drafts of Presidential correspondence expressing President Clinton’s dedication to ending discrimination. Also, this collection consists of email to and from Craig Livingstone (White House Director of Personnel Security) concerning White House review of employee backgrounds in accordance with Executive Order 12968. Email correspondence also includes discussion of the Statement of Administrative Policy (SAP) for H.R. 4276, specifically addressing amendments that would prohibit the use of funds in the ACT for implementing EO 13087.

Records that are responsive to this FOIA request were found in these collection areas— Clinton Presidential Records: White House Office of Records Management (WHORM) Subject Files, Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: Automated Records Management System [Email] and Clinton Presidential Records: NSC Email and Records Management Systems. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject file was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. WHORM files are processed at the document level. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administrative activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of six sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: NPR for National Performance Review, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, and Default for emails not associated with an office. The WHO bucket contains email created or received by individual with an Executive Office of the President White House user account not identified as CEA, NPR, or OPD. ARMS emails are arranged by topic, there-under by bucket, and there-under chronologically by creation date. The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records Management System (ARMS) from July 1994 through June of 2000. The TRP is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential record email. The TRP database is comprised of the same six sub-series of email as in ARMS. TRP emails are arranged by topic, there-under by bucket, and there-under chronologically by creation date. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
