The collection contains forms and memoranda related to Kearney’s hiring and security investigations. The collection includes records related to the Senate Judiciary Committee hearings related to campaign finance investigations. The collection also includes email to and from Janis F. Kearney’s White House email account specifically addressing aspects of the President’s schedule or her responsibilities as the President’s diarist. Janis Faye Kearney of Gould, was the fourteenth of nineteen children. Her father was a sharecropper in the cotton fields and her mother was a homemaker. Ms. Kearney, after graduating from high school, attended the University of Arkansas in Fayetteville where she earned a B.A. in journalism. She moved to Little Rock and attended the University of Arkansas at Little Rock and earned thirty hours towards a Masters of Public Administration. In 1987, Ms. Kearney was the Editor and Chief of a small, Little Rock newspaper, the Arkansas State Press, and working for the state of Arkansas when she was hired by Governor Bill Clinton to serve as his minority media outreach coordinator. Following Clinton’s election as President of the United States, Kearney took a position in the communication department of the Small Business Administration. In 1995, Kearney was named Special Assistant to the President and Records Manager. This title was later changed to Special Assistant to the President and Special Assistant for Presidential History. In this role she maintained notations to the daily events on the President’s calendar. She was responsible for documenting the daily activities of President Clinton and keeping a history of the Clinton Administration. This involved her attending meetings, events, and press conferences. Kearney remained in the administration until January 2001.

Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: White House Staff and Office Files, Clinton Presidential Records: Automated Records Management System (ARMS) Emails. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of six sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: NPR for National Performance Review, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, and Default for emails not associated with an office. The WHO bucket contains email created or received by individual with an Executive Office of the President White House user account not identified as CEA, NPR, or OPD. ARMS emails are arranged by topic, there-under by bucket, and there-under chronologically by creation date.
