This collection contains records regarding the Mexican Debt Disclosure Act of 1995. Passed to establish oversight of United States aid during the Mexican Peso Crisis, the Act required regular reports from the President and the Secretary of the Treasury on the assistance to Mexico. The collection includes drafts of the Act, copies of the Secretary of the Treasury’s reports, cables requesting assistance with the reports, and email discussion of the economic situation in Mexico.

The materials in FOIA 2021-0271-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. This collection contains materials regarding the Mexican Debt Disclosure Act of 1995. In December 1994, newly-elected Mexican President Ernesto Zedillo announced that the central bank would devalue the peso due to a critical shortage of its exhange reserves of U.S. dollars. This triggered an immediate and severe economic crisis. In response, the Clinton Administration created a $20,000,000,000 aid package, much of in the forms of loan guarantees from the United States Treasury’s Exchange Stabilization Fund. Congress then passed the Mexican Debt Disclosure Act of 1995 to establish oversight of the program. President Clinton signed the bill on April 10, 1995. The law required the President to report to Congress on the assistance to Mexico every six months beginning in June 1995. It required the Secretary of the Treasury to make similar reports monthly upon passage of the bill. Records responsive to this FOIA case are located in multiple collection areas. In the Counsel’s Office, Stephen Neuwirth’s files contain two draft copies of the Act. In the Office of Legislative Affairs, records include copies of the Secretary of the Treasury’s Monthly Report to Congress from May through October 1995, as well as a copy of the June 1995 Semi-Annual Report to Congress by the Secretary of the Treasury. The NSC Cables include a Department of State Cable to the American Embassy in Mexico requesting assistance with the Secretary of the Treasury’s report. The NSC Emails consist of discussions of the ongoing economic situation in Mexico and U.S. aid, with reference to obligations under the Mexican Debt Disclosure Act. A copy of the Secretary of the Treasury’s Septemer 30, 1995 Report to Congress is located in the NSC Records Management System. Records that are responsive to this FOIA request were found in these collection areas—Clinton Presidential Records: White House Staff and Office Files and Clinton Presidential Records: NSC Cable, Email, and Records Management Systems. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area.
