This collection consists of letters, briefing books, invitations, memos, reports, speeches, schedules, newspaper articles, and handwritten notes from the Staff Secretary files of R. Paul Richard from 1993 thru 1994. Scope and Content Note This collection contains the files of R. Paul Richard, who served as Special Assistant to the President, Deputy Staff Secretary from 1993 to 1994. First created by President Eisenhower in 1953, the Staff Secretary is the conduit to the President, ensuring that presidential documents reflect a consensus of opinion from various advisers. As Deputy to President Clinton’s first Staff Secretary, John Podesta, Richard helped manage and circulate the paperwork coming in and out of the Oval Office. Richard resigned as Deputy Staff Secretary in October 1994 to become a Special Assistant and later Senior Adviser in the Equal Employment Opportunity Commission. The records in this collection cover a range of issues during the first year and a half of the Clinton presidency, including trip books of the President, the National Performance Review and electronic government, candidates for the Medal of Freedom, White House correspondence statistics, encryption technology, and an Executive Order on classification. The records contain letters, briefing books, invitations, memos, reports, speeches, schedules, newspaper articles, and handwritten notes.
