Scope and Content Note The materials in FOIA 2016-0970-F are a selective body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related material. Freedom of Information Act (FOIA) request 2016-0970-F was for records pertaining to Sean P. Maloney, White House Staff Secretary from 1999 thru 2000. The majority of records processed are either from the WHORM Subject file collection, specifically the FG001 subject code associated with the President of the United States or Sean Maloney’s Staff Secretary Chron files of 1999. This collection includes email, correspondence, newspaper and magazine articles, memos, letters, briefing papers, nominations, proclamations and other paperwork that the Staff Secretary managed and circulated to the President. As Staff Secretary, Maloney served as the main conduit for communications within the office of the President and ensured a smooth organization of paperwork coming in and out of the Oval Office. Email responsive to this request contains correspondence from Sean Maloney’s White House email account from 1997-2000. Email reflects Maloney’s management of communication with the President, consisting of requests for timely delivery of information for Presidential briefing material. As one of the Administration’s openly homosexual staff, email from Maloney also consist of correspondence concerning gay and lesbian issues. President Clinton selected Maloney to represent the Administration at the funeral of Matthew Shepard. Email from Maloney contains correspondence with Judy Shepard, Mathew Shepard’s mother, concerning hate crime legislation. Many email records produced for this FOIA contained personal communication, and were therefore withdrawn as a Personal Record. Personal Records are defined as purely private or nonpublic character which do not relate to or have an effect upon the carrying out of the constitutional, statutory, or other official or ceremonial duties of the President (44 U.S. Code § 2201). Record Type Textual System of Arrangement Records that were responsive to this FOIA request were found in these collection areas---Clinton Presidential Records: White House Office of Records Management (WHORM) Subject Files; Clinton Presidential Records: WHORM Subject Files (CF); Clinton Presidential Records: White House Staff and Office Files; and Clinton Presidential Records: Automated Reocords Management System [Email]. The White House Office of Records Management (WHORM) contains a variety of series created to organize and track documents and correspondence. The WHORM Subject Files was compiled by the White House Office of Records Management and is a series of categories designated by a letter/number combination. In addition, there is a WHORM Subject Files (CF) series. Staff and Office files were maintained at the folder level by staff members within their individual offices and document all levels of administration activity. WHORM files are processed at the document level; whereas, Staff and Office files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The Automated Records Management System (ARMS) is a database that contains email records of the Executive Office of the President. This system maintained unclassified Presidential email. The ARMS database is comprised of six sub-series of email records called "buckets." The buckets generally represent a specific White House office. The buckets are titled: NPR for National Performance Review, OPD for Office of Policy Development, POTUS for President of the United States, WHO for White House Office, CEA for Council of Economic Advisers, and Default for emails not associated with an office. The WHO bucket contains email created or received by individual with an Executive Office of the President White House user account not identified as CEA, NPR, or OPD. ARMS emails are arranged by topic, there-under by bucket, and there-under chronologically by creation date.
